CLEARING OF THE RIGHT OF WAY FOR THE 225KV TRANSMISSION LINE FROM BRIKAMA POWER STATION TO JABANG SUBSTATION

The Government of The Gambia (GOTG) has received financing from the World Bank to implement the Gambia Electricity Restoration and Modernization Project (GERMP). This Project will construct a 40 meters (20/20m from the center of the line) wide high voltage 225 kV Transmission and Distribution line from Brikama power station to Jabang Substation at the edge of the Salagi Forest Park, where a 225/33 kV substation has been built.

For orientation, the Transmission Line will start at the edge of the Salagi Forest Park and run along the buffer zone of the Forest up to the Forest billboard at Jamwelleh about 1.8 km off the Sukuta-JambangJelly Highway. From the Forest billboard the line will run towards the border between Mariama Kunda and Jabang, Labakoreh, Yuna and Latrya before turning left, crossing the Sukuta-Jambangjelleh Highway toward the Solar Power Plant in Jambur.

The line will go along the Bamba and Nyambai Forest Parks, crossing the Brikama-Serrekunda Highway to the Brikama power plant, where it will be connected to the OMVG substation.

The Government of The Gambia through the Ministry of Lands, Regional Government and Religious Affairs has signed the Declaration of this Right of Way.

Following development of the Resettlement Action Plan (RAP) a total of 483 Project Affected Persons (PAPs) have been identified to be impacted by the Project. From commencement of the RAP implementation in 2021 to date, a total of 432 PAPs have been compensated. Currently a total of 71 plots of lands are yet to be compensated most of which the owners are still unknown. We encourage those who own properties along this corridor and have seen survey marks on their properties to call the following toll-free number: 1266.

The contractor, TBEA has completed the construction of pylon towers and has mobilized to commence cable stringing work.

By a copy of this notice, we want to inform the general public, especially the property owners and those still staying in their properties within the Right of Way that the contractor will commence clearing the RoW effective 8th of November 2024. This will involve the demolition of all physical structures from Jabang to Brikama Power Station.

We wish to solicit the cooperation of everyone who will be directly and indirectly affected by this exercise.

FOR THE DEVELOPMENT OF A 50 MWp REGIONAL SOLAR POWER PARK UNDER PUBLIC-PRIVATE PARTNERSHIP, REPUBLIC OF THE GAMBIA

The Government of the Gambia through the Ministry of Petroleum and Energy (MoPE) and the National Water and Electricity Company (NAWEC) has benefitted from World Bank’s support to develop a 50 MWp Regional Solar Project on a site with excellent solar irradiation in Soma – Lower River Region, The Gambia. The preliminary design and planning model concluded that the capacity of the solar power park could be up to 150 MWp with storage at Soma substation and could be built in two phases. The first phase of this project is 50 MWp with a Battery Energy Storage System to meet (and not exceed) the national needs of energy consumption.

 

To this effect, The Government of the Gambia through MoPE and NAWEC intends to select an Independent Power Producer (IPP) under a Public-Private Partnerships (PPP) approach. The IPP will be responsible for the financing, construction and operation of the solar power park in the first phase of 50 MWp with a Battery Energy Storage System for 25 years (the Project).

 

In this regard, interested firms are invited to submit Applications to participate in this tender.

Inauguration Ceremony of the GERMP Backbone Phase 1, Laminkoto and Diabugu Electricity Project in the Sami and Sandu Districts

The Government of The Gambia through the Ministry of Petroleum and Energy and The National Water and Electricity Company (NAWEC) will inaugurate GERMP Backbone Phase 1, Laminkoto and Diabugu Electricity Project in the Sami and Sandu Districts. This project involves the construction of a 30KV Distribution network with secondary substations including last mile connections (meter connections to households).

The Inauguration Ceremony which will be presided over by His Excellency Adama Barrow, the President of the Republic of The Gambia, will be held on Saturday 6th May 2023 at the Sami Kallen Junction, commencing at 15.00hrs.

This Project will help improve the livelihood of the people within the beneficiary community, promote job creation and large-scale agricultural production, and facilitate the provision of quality medical, educational, and social services. These improvements will contribute to the national goal of poverty reduction and boosting prosperity.

In this regard, the General Public is hereby invited to attend the inaugural ceremony of this transformational project.

Public Announcement – Foundation stone laying of 23MW Solar PV Plant in Jambur

NAWEC informs the general public, that the Government of The Gambia (GOTG), with financing from the World Bank and The European Investment Bank (EIB), under The Gambia Electricity Restoration and Modernization Project (GERMP), will be constructing a 23MW Solar PV Plant in Jambur in the West Coast Region of The Gambia.

The project will improve the power generation capacity and efficiency of NAWEC’s transmission network in order to increase access to electricity for socio-economic development. This is in line with the National Development Plan and The Gambia Electricity Sector Roadmap among other national policies.

The project will promote the extension, reliability and quality of the energy supply nationally, as well as diversifying energy sources to include renewables.

It is against the backdrop that NAWEC cordially invites you, to the foundation stone laying of this important project by His Excellency the President, Mr. Adama Barrow, on Saturday 4th February 2023 at 9am.

The ECOWAS Regional Electricity Access Project (ECOWAS-REAP) funded by the World Bank is a series of projects aims to increase people’s access to reliable energy services, which is one of the major challenges in the ECOWAS region. It builds on the ECOWAS Rural and Peri-Urban Electrification Master Plan, designed to meet the short- and medium-term needs of the Member States in terms of access to electricity as well the regional interconnection projects funded by the World Bank under the ECOWAS Power Generation and Transmission Master Plan implemented by WAPP.

The proposed project is the first of two in a series of projects (SOP) to provide access to 1.1 million people in Guinea-Bissau, Mali, and The Gambia. The project will finance the expansion of medium- and low-voltage networks from the high-voltage substations of the Gambia River Basin Development Organization (Organisation pour la Mise en Valeur du Fleuve Gambie, OMVG) and Senegal River Basin Development Organization (Organisation pour la Mise en Valeur du Fleuve Sénégal, OMVS) to transform their power sectors and enable them to achieve their common objective of delivering more power to more consumers.

An Environmental Safeguards Specialist is now being recruited by The Gambia Project Implementation Unit (PIU) to work on relevant project activities and ensuring strict compliance of project preparation and implementation activities with environmental safeguards regulations of the financing institutions and Gambian legislation.

In general, he/she will be responsible for providing advice and technical environmental safeguards oversight for the project and all stakeholders to ensure acceptable quality of environmental risk and impact management in accordance with the World Bank’s operational policies and EHS guidelines and, where applicable, national regulations in The Gambia.

The successful applicant shall be engaged immediately on a full-time basis for two years and for additional years during the project implementation period depending on the satisfactory performance during contract duration.

Required qualifications:

  1. have a higher education degree (at least 5 years) in environmental management or environmental sciences (ecology, biology, botany, forestry, natural resource management, etc.), geography, or any other degree deemed equivalent and having the environment as a base (with experience in areas relevant to environmental safeguards).
  2. Have a proven experience of five (5) years in environmental management including two (2) years in projects financed by the World Bank.
  3. Good knowledge of the relevant regulations/directives and operations of multilateral development organizations and executing agencies.
  4. Demonstrated experience and knowledge of Bank operations and environmental safeguard policies, especially, experience and familiarity with complex safeguard work.
  5. Good experience in the development and/or implementation of Environmental and Social Assessment instruments (ESIA, ESMP, CPPP, CPR, RAP) of projects, if possible, in projects financed by the World Bank.
  6. Proven experience and skills in managing projects.
  7. Proven capacity to work across multiple stakeholders, including government entities, civil society organizations (CSOs), local communities, and the private sector.
  8. Demonstrated experience in the World Bank project cycle and procedures.
  9. Fluent in English with excellent written and oral skills.
  10. Knowledge of local language like Mandinka, wolof, fula, or serere is a requirement since the project is intervening in rural areas.
  11. Advanced computer skills and full proficiency in the use of relevant software applications in using computers and software such as Microsoft Office suite.

PUBLIC ANNOUNCEMENT – Current Electricity Situation

PUBLIC ANNOUNCEMENT

NAWEC informs the general public that the current electricity situation in the GBA is a result of some ongoing maintenance works in both Brikama and Kotu Power stations. Generator Number 5 at Kotu Power Station is shut down in an emergency and is being assessed for the required repairs.

This capacity gap is making it extremely difficult for NAWEC to distribute normal supply to all customers at the same time thus stretching the load shedding roster and affecting normal water supply in some areas.

NAWEC assures its esteemed customers that extra efforts will be made to keep the rest of the generators available during the period in order to minimize the load shedding.

NAWEC apologizes for any inconvenience this may cause and promises to restore normal supply as soon as works on the engines are completed.
