Chief Operating Officer — Electricity Business Unit

Chief Operating Officer (COO) — Electricity

Reports to: Managing Director  ·  Min. 10 years experience (5 at Senior Executive Level)

Provides strategic leadership, direction, and oversight of NAWEC’s Electricity Business, ensuring the delivery of safe, reliable, affordable, and sustainable electricity services across The Gambia. Responsible for the overall performance of electricity generation, transmission, distribution, system operations, and commercial functions.

Key Responsibilities
  • Develop and execute Electricity Business Strategy aligned with national energy priorities
  • Provide leadership over generation, transmission, distribution and system operations
  • Drive revenue growth, loss reduction, cost optimization and commercial efficiency
  • Lead business transformation and organizational change initiatives
  • Ensure compliance with legislation, regulations, and governance requirements
  • Promote HSSE culture and ensure regulatory compliance
  • Represent NAWEC in national and international electricity sector forums
Qualifications & Experience
  • Master’s Degree in Electrical, Mechanical, Power Systems, or Energy Engineering (or related)
  • Professional Engineering Registration — added advantage
  • PMP, Asset Management, or Utility Management certification — added advantage
  • Minimum 10 years in electricity, energy, utilities, or infrastructure
  • At least 5 years in a senior executive or strategic leadership position

Provides strategic leadership and oversight for NAWEC’s Water and Sewerage Business Unit, ensuring the delivery of safe, reliable, affordable, and sustainable water supply and wastewater services throughout The Gambia. Accountable for the overall performance of water production, treatment, distribution, wastewater collection, sewerage operations, and commercial services.

Key Responsibilities
  • Develop and execute the Water Business Strategy aligned with national water priorities
  • Provide oversight of water production, treatment, distribution, and wastewater operations
  • Drive non-revenue water reduction, water quality improvement, and service continuity
  • Lead business transformation and champion smart water management systems
  • Ensure compliance with environmental standards and governance requirements
  • Promote HSSE, environmental stewardship, and public health protection
  • Represent NAWEC with regulators, government institutions, and development partners
Qualifications & Experience
  • Master’s Degree in Civil, Water Resources, Environmental Engineering, or related discipline
  • Professional Engineering Registration — added advantage
  • Certifications in Project Management, Asset Management, or Environmental Management — advantage

Responsible for the strategic leadership, development, and continuous improvement of NAWEC’s customer service function across both Electricity and Water businesses. Drives the design, delivery, and optimisation of the end-to-end customer experience, ensuring accessible, efficient, responsive, and customer-centric services across all touchpoints.

Key Responsibilities
  • Develop and execute Group Customer Service Strategy aligned with organisational priorities
  • Lead end-to-end customer journey management across electricity and water services
  • Oversee contact centres, service centres, digital platforms, and field support functions
  • Lead modernisation of customer-facing technologies, CRM systems, and self-service platforms
  • Develop customer performance measurement frameworks and satisfaction monitoring
  • Promote customer-centric culture throughout the organisation
Qualifications & Experience
  • Master’s Degree in Business Administration (MBA), Customer Experience, Marketing, or related
  • Certification in Customer Experience (CX), CRM, or Customer Service Leadership — advantage

  • Lead development, implementation, and review of Corporate Strategy and Business Plans
  • Develop and implement an enterprise-wide Project Management Framework
  • Manage the full project portfolio lifecycle — safety, schedule, and budget
  • Coordinate long-term capital investment plans and align with funding and strategic priorities
  • Develop project governance policies, standards, and stage-gate review processes

  • Develop and implement an annual risk-based Internal Audit Plan for Board Audit Committee approval
  • Direct and oversee financial, operational, compliance, IT, and performance audits
  • Lead the Enterprise Risk Management (ERM) framework and corporate risk register
  • Lead fraud investigations and develop anti-fraud policies and awareness initiatives

Qualifications & Experience
  • Master’s Degree in Accounting, Finance, Auditing, Risk Management, or related; or ACCA/ACA/CPA
  • Certified Internal Auditor (CIA) — preferred; CISA, CRMA, CFE — added advantage
  • Minimum 10 years in Internal Audit, External Audit, Risk Management, Compliance, or Finance
  • At least 5 years in a senior management or leadership role
  • Proven experience reporting to Boards of Directors and Audit Committees
  • Experience in utilities, infrastructure, energy, or regulated industries — highly desirable
