Expression of Interest — Recruitment of an International Contract Management and Procurement Specialist
NAWEC invites qualified consulting firms, individual consultants, NGOs, and joint ventures to submit expressions of interest for the provision of Contract Management and Procurement Specialist services under the Water Supply Project in the Greater Banjul Area (WASIB).

This engagement is financed by AFD and EIB. Eligibility criteria specific to AFD-financed contracts apply and are detailed in sub-clause 1.3 of the Procurement Guidelines for AFD-Financed Contracts in Foreign Countries, available at www.afd.fr. Applicants must review these guidelines before submitting. Applications that do not meet eligibility requirements will be rejected. Each applicant may submit only one application — either individually or as a JV member. Multiple applications by the same applicant will result in all being rejected.
Project Background
The Republic of The Gambia is implementing the Water Supply Project in the Greater Banjul Area (WASIB), financed by the Agence Française de Développement (AFD) and the European Investment Bank (EIB). NAWEC is the Implementing Agency.
The main Project Development Objective is to increase access to reliable water supply in The Gambia. NAWEC has established a Project Management Team (PMT) to manage all aspects of implementation, including procurement of goods, works, and selection of technical assistance consultants, as well as contract management in compliance with the Financing Agreements signed with AFD and EIB.
An experienced International Contract Management and Procurement Specialist is required to support the PMT across all aspects of project, contract, and procurement management in accordance with AFD and EIB Guidelines. The Specialist will also provide on-the-job training and support capacity building of PMT staff.

Evaluation Criteria & Required Experience
Applicants must demonstrate at least one relevant experience under each criterion to qualify for shortlisting.
- Experience in internationally funded procurement and contract management assignments
- Experience in water sector infrastructure projects
- Experience in contract administration, compliance monitoring, and risk management
- Experience in institutional capacity building
- Experience in Sub-Saharan Africa or similar environments
- Support the PMT in procurement planning and contract management in line with AFD and EIB Guidelines
- Ensure efficient contract administration and adherence to procurement requirements
- Proactive risk mitigation and compliance monitoring
- Timely and accurate reporting in accordance with project legal documents
- Targeted capacity building and on-the-job training for PMT staff
- Other related project management activities as required
- Each applicant may submit only one application — either in its own name or as a JV member. Multiple applications will result in all being rejected.
- JV applications must include a copy of the JV Agreement or a letter of intent to execute a JV Agreement signed by all members.
- Without a JV Agreement or letter of intent, other members will be considered as Subconsultants.
- The same Subconsultant may participate in several applications.
- Experiences and qualifications of Subconsultants are not taken into account in the evaluation.

3Prepare Your Application Provide documented evidence of recent and similar services against each of the five evaluation criteria. JV applicants must include the required JV Agreement or letter of intent. Submit only one application per entity.

4Submit by 2 July 2026 Send your EOI by email to snyang@nawec.gm with copies to osanneh@nawec.gm, or deliver in person to the Records Office, NAWEC, 53 Mamady Maniyang Highway, Kanifing. Late submissions will not be accepted.

5Shortlisting & RFP Issuance NAWEC will shortlist a maximum of six (6) applicants. Only shortlisted applicants will be invited to submit a full Request for Proposals (RFP) to carry out the services.

“This assignment shall be carried out over a period of twenty-four (24) months on a full-time, on-site basis. Subject to satisfactory performance and project requirements, NAWEC reserves the right to extend the duration of the services.”
