Background

The National Water and Electricity Company Limited (NAWEC) has budgeted funding for the procurement of Lubricating Oil through a National Competitive Bidding (NCB) process, and intends to place a Framework Contract for the supply and delivery of these goods for a period of one (1) year. The goods shall be delivered to NAWEC Kotu Power Station with a first batch delivery time of eight (8) weeks from contract signing and within 48 hours as and when required thereafter.

All Lubricating Oil supplied shall be original from authorised dealers and must carry a shelf-life of five (5) years. NAWEC now invites sealed bids from eligible bidders for the supply of two lots as detailed below.

Scope of Supply — Two Lots

Bidders may submit bids for one or both lots. Each lot covers specific lubricating oil products for different engine types and power stations. The Employer will evaluate bids on an individual lot basis.

Key Conditions

Important Requirements for All Bidders
  • Original Products Only: All Lubricating Oil shall be original from authorised dealers
  • Shelf-Life: All products must carry a minimum shelf-life of five (5) years
  • First Batch Delivery: Supply of goods within eight (8) weeks of contract signing
  • Subsequent Deliveries: Within 48 hours as and when required by NAWEC
  • Delivery Location: NAWEC Kotu Power Station (and regional stations as specified per lot)
  • Bid Security: GMD 800,000 from a reputable financial institution must accompany the sealed bid
  • Framework Duration: One (1) year framework contract

How to Participate

Obtain the Bidding Document — Submit a written application to the email addresses below and pay the non-refundable fee of GMD 10,000 by bank transfer. Submit the payment receipt to the office of the Senior Procurement Manager. The document will be provided in English.

Inspect the Document — The bidding document may be inspected at the NAWEC Procurement Department during official hours: Monday to Thursday 8:00 AM – 4:00 PM and Friday 8:00 AM – 12:30 PM.

Submit Clarification Requests — All requests for clarification must be submitted no later than ten (10) days before the bid submission deadline of 18 June 2026.

Prepare and Submit Your Sealed Bid — Deliver your sealed bid to the Records Office, NAWEC, 53 Mamadi Maniyang Highway, Kanifing by 12:00 PM on 18 June 2026. All bids must be accompanied by a Bid Security of GMD 800,000 from a reputable financial institution.

Attend the Public Bid Opening — Bids will be opened publicly in the presence of bidders’ representatives who choose to attend at the same address on 18 June 2026 at 12:30 PM (local time).
