The National Water and Electricity Company (NAWEC) is implementing the Gambia Electricity System Rehabilitation and Expansion Project (GESREP), financed by the African Development Bank (AfDB). As part of strengthening the project’s financial management capacity, NAWEC’s Project Implementation Unit (PIU) now invites expressions of interest from suitably qualified individual consultants for the position of Project Accountant.
The Project Accountant will play a central role in maintaining the integrity of the project’s financial management system — ensuring accurate, complete, and timely recording of all project transactions, supporting the preparation of financial statements, and safeguarding project assets in compliance with AfDB requirements.
Key Responsibilities
- Maintain up-to-date, interlinked journals and ledgers — including cashbook, creditors ledger, special account ledgers, currency ledger, general ledger, and fixed assets register — updated daily
- Maintain project Category, Component and Activity budget and expenditure registers, providing information to AfDB supervision missions
- Prepare monthly reconciliation statements by the 1st Friday of each following month and submit monthly management accounts/financial statements to the Financial Controller by the 2nd Friday
- Prepare and submit special account replenishment requests with full supporting documentation within 3 days of reaching 50% expenditure of the revolving fund balance
- Prepare end-of-year accounts and financial statements — including receipts and payments, uses of funds by component, fixed assets list, and variance analysis — by the 4th Friday of January each year
- Ensure payment requests are processed within a maximum of 3 days of receipt of a duly authorised request
- Follow up all disbursement and payment requests and ensure submission to AfDB within 5 days following approval by project management
- Develop, maintain, and operationalise the project’s Financial Procedures Manual (FPM) and ensure strict adherence to internal controls across all project operations
- Coordinate all internal and external audits; prepare audit-ready financial statements on time and ensure timely recruitment of external auditors
- Supervise the Bookkeeper/Accounts Assistant and complete their performance evaluations by 5th June and 5th January each year

Qualifications & Experience
- Education: Bachelor’s degree in Finance and/or Accounting
- Professional Certification: ACCA, CIMA, CA or equivalent — required
- Experience: Minimum 7 years of relevant work experience
- Sector Knowledge: At least 4 years in public sector project accounting — donor-funded operations are a distinct advantage
- Technical Skills: Proficiency in Microsoft Office (Word & Excel) and accounting software
- Excellent leadership, organisational, and interpersonal skills
- Fluency in English with strong written communication and analytical skills
- Experience delivering financial management training and mentoring
- Team player with ability to work effectively in a highly challenging environment
