Request for Expressions of Interest (REOI): Procurement Specialist
The National Water and Electricity Company (NAWEC), as the Implementing Agency for the ECOWAS Regional Electricity Access Project (ECOREAP), financed by the World Bank, invites qualified and eligible individuals to express interest for the position of Procurement Specialist within the Project Implementation Unit (PIU).
ECOREAP aims to expand reliable electricity access in The Gambia, Mali, and Guinea-Bissau. To support the effective and compliant delivery of project activities, NAWEC seeks a skilled national Procurement Specialist to manage procurement processes in line with World Bank Procurement Regulations.
Assignment Details
Position: Procurement Specialist
Project: ECOWAS Regional Electricity Access Project (ECOREAP)
Reference No.: GM-NAWEC-531835-CS-INDV
Contract Duration: 1 year (renewable based on performance)
The Procurement Specialist will work closely with the PIU and an International Procurement Advisor to ensure timely and compliant procurement of goods, works, and consulting services.
Key Responsibilities
The selected Consultant will be responsible for:
- Preparing and publishing procurement notices
- Developing bidding documents and RFPs using World Bank templates
- Managing communications with bidders
- Supporting bid evaluation processes
- Preparing evaluation reports and award recommendations
- Participating in contract negotiations and finalization
- Ensuring compliance with World Bank procurement regulations and national guidelines
- Updating the World Bank STEP system
- Managing procurement-related reporting and documentation
- Providing ongoing technical support throughout contract execution

Required Qualifications
- Degree or internationally recognized certificate in Procurement, Engineering, Business Administration, Economics, or related field
- Minimum of 5 yearsβ experience in internationally financed projects (preferably in West Africa)
- Experience with procurement in electricity or infrastructure projects is an advantage
- Strong knowledge of World Bank procurement regulations
- Experience with projects in The Gambia is an added advantage
- Excellent written and spoken English
