World Bank — Conflict of Interest Notice

Interested Consultants are drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (September 2025 edition), setting forth the World Bank’s policy on conflict of interest. The Terms of Reference (TOR) for the primary procurement stage are available at the ECOWAS Dropbox link provided in the submission section below.

Project Background

The Republics of The Gambia and Togo have received financing from the World Bank toward the cost of the Regional Access Increase and Sustainable Energy Project (RAISE — P515184). The project is implemented through the ECOWAS Commission, NAWEC (The Gambia), and CEET/AT2ER (Togo).

NAWEC, as The Gambia’s implementing entity for the RAISE Project, is publishing this Request for Expression of Interest (REOI) on behalf of the ECOWAS Commission and the project clients. The RAISE Project aims to increase regional access to electricity and integrate sustainable energy solutions across ECOWAS member states — with The Gambia and Togo as the primary beneficiary countries in this phase.

A Consulting Engineer is being recruited to provide Owner’s Engineer supervision services covering the full implementation cycle of electrification works in both countries, from mobilisation through to final acceptance.

Shortlisting Criteria

🏢 Firm Profile Requirements
  • Legally constituted and independent engineering consulting firm, or joint venture of consulting firms
  • Specialising in electrical power infrastructure — MV/LV distribution systems and associated substations
  • At least 15 years of general experience in engineering consulting for electricity, energy, or comparable infrastructure projects
  • Sound organisational structure with permanent technical, contractual, environmental, social, health and safety personnel
  • Proven ability to mobilise and manage large, multidisciplinary, geographically dispersed supervision teams
  • Quality assurance and document control systems appropriate for complex infrastructure contracts
📁 Similar Assignment Experience
  • At least three similar assignments involving design review and construction supervision of MV/LV distribution networks
  • Of these, at least two assignments including:
  • MV overhead or underground lines
  • LV distribution networks
  • MV/LV substations
  • Customer connections and/or metering
  • Testing, energisation, and commissioning
  • At least one assignment of comparable scale and geographic dispersion — preferably covering multiple regions, provinces, or countries
⚖️ Joint Venture & Association Rules
  • Consultants may associate with other firms to enhance their qualifications but must clearly indicate whether the association is in the form of a joint venture and/or sub-consultancy
  • In the case of a joint venture, all partners shall be jointly and severally liable for the entire contract if selected
  • A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method described in the World Bank Procurement Regulations (September 2025 edition)
  • The shortlist will contain five (5) to eight (8) firms meeting the eligibility criteria
