The National Water and Electricity Company (NAWEC), through its Project Implementation Unit (PIU) under the Ministry of Petroleum, Energy and Mines (MOPEM), today publishes the final Environmental and Social Commitment Plan (ESCP) for the Gambia Water and Sanitation Project (GWASAP, P513113), financed by the World Bank’s International Development Association.

The ESCP is a legally binding component of the financing agreement between the Republic of The Gambia and the IDA. It sets out all material measures, actions, timelines, and institutional responsibilities that the Government — through NAWEC’s PIU — must carry out to ensure the project is implemented in full compliance with the World Bank’s Environmental and Social Standards (ESSs). The disclosure of this document reflects NAWEC’s commitment to transparent governance and its duty to keep the public, affected communities, civil society, and all stakeholders fully informed.

“The Republic of The Gambia shall ensure that the Project is carried out in accordance with the Environmental and Social Standards and this Environmental and Social Commitment Plan, in a manner acceptable to the Association.”

Environmental and Social Standards Covered

The ESCP is structured around the World Bank’s Environmental and Social Standards and establishes binding commitments across eight active thematic areas, each with defined timeframes and the PIU as the responsible entity for delivery.

ESS 1
Assessment & Management
Environmental and Social Impact Assessment
Full ESIA and ESMP to be prepared and implemented for all project activities. Contractors required to prepare C-ESMPs prior to commencement of works.
ESS 2
Labor & Working Conditions
Labor Management Procedures & OHS
Labor Management Procedures covering working conditions, OHS, codes of conduct, child and forced labour prohibitions, and worker grievance mechanisms for all direct and contracted workers.
ESS 3
Resource Efficiency
Waste Management & Pollution Prevention
A Waste Management Plan covering hazardous and non-hazardous waste, plus resource efficiency and pollution prevention measures embedded in all ESMPs.
ESS 4
Community Health & Safety
Community Safety, Traffic & SEA/SH
Traffic and road safety measures, community health and safety management, and a dedicated SEA/SH Action Plan to prevent and respond to gender-based violence risks associated with the project.
ESS 5
Land Acquisition
Resettlement and Livelihood Restoration
Resettlement Plans and Livelihood Restoration Plans to be prepared for all activities involving land acquisition, ensuring full compensation before possession and appointment of a Facilitation Firm.
ESS 6
Biodiversity
Biodiversity Management
A Biodiversity Management Plan where required, prepared as part of the ESMP, with MoU with the Department of Forestry for management of trees and forest resources affected by project activities.
ESS 8
Cultural Heritage
Cultural Heritage & Chance Finds
Cultural Heritage Management Plan and Chance Find procedures to be embedded in the Project Operational Manual, in line with national laws, to protect cultural assets discovered during construction.
ESS 10
Stakeholder Engagement
Stakeholder Engagement, GRM & Disclosure
Full implementation of the SEP, a multi-channel grievance mechanism at no cost to complainants, SEA/SH-sensitive complaint procedures, and quarterly GRM performance reporting to the World Bank.

Monitoring and Reporting Obligations

The ESCP establishes a rigorous reporting framework to ensure continuous accountability throughout the project lifecycle. All reports are submitted to the World Bank Association and made available to the public.

ESCP Reporting Schedule
Quarterly
E&S Performance Reports — Status of E&S instruments, stakeholder engagement activities, grievance mechanism log and resolution progress, contractor E&S performance, and incident/accident status. Submitted no later than 15 days after each quarter end.
Monthly
Contractors’ Reports — Monthly E&S monitoring reports from contractors and supervising firms, covering metrics specified in bidding documents and contracts. Submitted to the Association upon request.
48 Hours
Incident Notification — Notification to the World Bank of any significant adverse incident affecting the environment, communities, workers, or the public — including SEA/SH allegations, forced or child labour, or disease outbreaks.
10 Days
Corrective Action Plan — Following any incident notification, a Corrective Action Plan setting out measures to address the cause and prevent recurrence, submitted within 10 days of the initial notice.
Quarterly
GRM Performance Reporting — Summary of grievances received, resolved, and outstanding, including SEA/SH cases in non-identifying form, as part of regular E&S reporting under ESS10.

Indicators for Implementation Readiness

The ESCP identifies a set of implementation readiness indicators — actions that must be in place before the project moves from appraisal to active implementation. These serve as a safeguard gate, ensuring the environmental and social management system is fully operational before works commence.

Implementation Readiness Checklist
  • E&S Risk Management Unit: Environmental and Social Specialists maintained in the PIU, fully and exclusively dedicated to the GWASAP, with planned additional hiring if necessary
  • MoUs in Place: Memoranda of Understanding signed between the PIU and the National Environment Agency (NEA), and between PIU and the Department of Forestry, for coordination on E&S risk management and tree replanting
  • ESMF / ESIAs: Environmental and Social Management Framework or site-specific ESIAs prepared, consulted upon, and publicly disclosed by Project Effective Date
  • Stakeholder Engagement Plan (SEP): SEP prepared, consulted upon, and disclosed prior to Project Appraisal — completed
  • Labor Management Procedures (LMP): LMP prepared, consulted, and disclosed by Project Effective Date
  • Resettlement Plan (RP): RP prepared, consulted, and disclosed by Project Effective Date where land acquisition is involved

The ESCP represents a significant milestone in responsible project governance. By embedding binding environmental and social commitments into the financing agreement itself, the Republic of The Gambia and NAWEC are signalling clearly that the Gambia Water and Sanitation Project will be delivered not just efficiently, but ethically — protecting people, communities, cultural heritage, and natural resources throughout implementation.
