Bidding Process: International Competitive Bidding (ICB) — GPPA Act 2014
Background
The National Water and Electricity Company (NAWEC) has received funds from the Government of The Gambia to implement the Design, Supply and Installation of Transmission and Distribution for the Rural Electrification Project. The project aims to increase access to reliable energy services across The Gambia, directly aligned with national goals and the ECOWAS Rural and Peri-Urban Electrification Master Plan.
The Government of The Gambia has set a clear target: achieve 100% universal electricity access for all citizens by the end of 2027. This procurement is a critical step toward that goal. NAWEC now invites sealed bids from eligible and qualified bidders for the design, procurement, supply, and installation of transmission and distribution infrastructure across two lots covering the Central River Region (CRR) and the Upper River Region (URR).
Scope of Works — Two Lots
The Request for Bids (RFB) is structured into two lots. Bidders may submit a bid for one or both lots. The Employer will evaluate individual lot awards and any combination, taking into account any discounts offered, and will award contracts resulting in the lowest evaluated cost, subject to the bidder having adequate capacity.
