Dear Mr./Ms.:

1. The National Water and Electricity company Ltd (hereinafter called “Client“) has received financing from Agence Française de Développement (“AFD“) toward the cost of THE WASIB PROJECT The Client intends to apply a portion of the proceeds of this financing to eligible payments under the Contract for which this Request for Proposals is issued.
2. The Client now invites Proposals to provide the following consulting services (hereinafter called “Services“): Implementation of Gender Action Plan of WASIB PROJECT. More details on the Services are provided in the Terms of Reference (Section VII).
3. The RFP includes the following documents:

• Section I ‑ Instructions to Consultants (ITC)
• Section II – Data Sheet
• Section III – Technical Proposal – Standard forms
• Section IV – Financial Proposal – Standard forms
• Section V – Eligibility Criteria
• Section VI – AFD’s Policy – prohibited practices – Environmental and Social Responsibility
• Section VII ‑ Terms of Reference (TORs)
• Section VIII – Conditions of Contract and Contract forms

4. Interested eligible Consultants may obtain further information from and request for the complete Request for Proposal Documents at the office of The Office of the Managing Director, National Water and Electricity Company Ltd, PO BOX 609 53 Mamadi Maniyang Highway kanifing, Banjul, The Gambia.

1. That you have received the Letter of Invitation; and
2. Whether you intend to submit a Proposal alone or intend to enhance your experience by requesting permission to associate with other firm(s) (if permissible under Section II, Data Sheet 14.1.1).
3. The provisions in the Instructions to Consultants and in the General Conditions of Contract are the provisions of AFD’s Standard Procurement Documents: Selection of Consultants.
4. Proposals must be delivered to the above office on or before 12:00pm on 28^th April 2025.
5. Proposals will be opened in the presence of Consulatants’ representatives who choose to attend at 12:30pm at the above office on 28^th April 2025..
6. Further details on the Proposal’s submission are provided in Sub-Clause 17.9 of the ITC.
