The GERMP additional financing, in the amount of USD 43 million, is currently under preparation and is approved by the World Bank Board of Executive Directors on June 29th  2020. This project, which expands the scope of the parent GERMP, aims to improve the operational performance of the National Water and Electricity Company (NAWEC), which provides electricity and water services throughout most of the country

 

 

NAWEC provides water and sewerage services to urban areas and provinces with more than 100,000 residents. However, it faces many challenges in service provision. In urban areas, about 69 percent of the population has access to safely managed water, but the quality of services is weak due to frequent service outages, with some neighborhoods not receiving water for days, weeks or even months at a time. Investments in service expansion are not enough to meet growing demand and water and sewerage assets are in need of rehabilitation and upgrades. In addition, water quality is a challenge in terms of high levels of nitrates, iron and salinity in drinking water.

 

In this context, all of these activities will require significant technical and expert support to both NAWEC and the PIU to ensure smooth implementation progress. For this reason, the PIU is looking to recruit a Water Engineer/M&E Consultant (The Consultant) to join its team.

Required qualifications.

Successful candidate is expected to have the following qualifications and experience:

  • A Master’s degree in Civil Engineering, Hydrogeology or similar field.
  • At least 10 years’ experience in providing project management or consultancy services for technical studies and investment projects in the water sector, including feasibility studies, detailed design of water infrastructure, construction, working with contractors, and contract management.
  • Demonstrated knowledge and experience of the water and sewerage sector in Gambia.
  • Project management experience and an excellent familiarity with the project cycle will be an advantage.
  • Fluency in written and spoken English is a must.
  • Good communication and computer skills, including internet navigation and various MS Office applications (Word, Excel, and Power-point)

Assignment Title : Development of Resettlement Action Plans (RAP) for 30kV Line Between Laminkoto-Diabugu

The Republic of The Gambia together with the International Development Association (IDA), European Investment Bank (EIB), and European Union (EU), collectively the “Lenders”, is preparing a new energy project to improve the power generation and transmission capacity in the country. The Gambia Electricity Restoration and Modernization Project (GERMP) will increase the generation capacity through renewable sources, reinforce the transmission capacity in the Great Banjul Area and in the provinces for the National Water and Electricity Company (NAWEC).

It is expected that the investment financed by the new Project will be implemented under 3 components with potential safeguards impacts:

Component 1:   On-grid solar PV: This component comprises the development of a 20MW solar PV Plant in Jambur village, West Coast Region. The component will include battery back up to minimize grid absorption concerns.

 

Component 2:  Transmission and Distribution (T&D) upgrades: This component will include upgrades of the Transmission and Distribution network to: (i) absorb the additional generation capacity; (ii) prepare for future capacity expansion including Laminkoto to Diabugu network, OMVG and other pipeline projects; (iii) reduce Transmission and Distribution losses; and (iv) make future grid extensions possible.

 

Component 3:  Institutional Support: This component will involve institutional strengthening, capacity building and project implementation support related to improved operational performance of NAWEC. It includes: 1) Twinning with the University; 2) study tour to review Environmental and Social Management Systems in other power utilities; and 3) short-term course on Environmental and Social management.

 

Sub-Project Description and Location of the 30kV line route

Specifically, the proposed route of the Transmission and Distribution line is along the Laminkoto-Passamas road corridor in the northern bank of The Gambia for 57km, terminating in Diabugu Batapa, (see Figure below). The T&D line spans the Districts of Sami in Central River Region (CRR) and Sandu in the Upper River Region (URR). The trajectory of the transmission lines will follow the road alignment, running parallel to it, and in many cases, poles are not more than 15 meters from the edge of the road.

 

 

The aim of the Resettlement Action Plan (RAP) is to identify and assess the socio-economic impacts of the planned 30kV line route between Laminkoto to Diabugu along the Laminkoto-Passamas road and to prepare an Action Plan to be implemented in line with World Bank and European Investment Bank Policies and Government of The Gambia policies and laws.

 

The RAP will identify the project affected persons (PAPs), engage them in inclusive, accessible and participatory discussions regarding the plan, and formulating a plan of action to adequately compensate people or entities for their losses.

 

The expected output is a report that provides detailed information on the scope of adverse social impacts and mitigation measures (resettlement/rehabilitation) actions to be taken by the project. The Consultant is expected to submit to the GERMP PIU the following:

  • Inception report describing the procedures and timetable for completion of the A/RAP preparation process by first week after contract signing
  • Report summarizing the preliminary results of the baseline socio-economic survey, PAPs census and consultations with PAPs and other stakeholders (by four weeks after contract signing)
  • Draft RAP report (by seven weeks after contract signing).

The main findings of the draft RAP report will be reviewed and cleared by the World Bank, European Investment Bank and disclosed publicly by the Government of The Gambia, the World Bank Infoshop and European Investment Bank.

The Consultant team should have a minimum of five (5) years working experience in social assessment, involuntary resettlement and other relevant fields, such as the social sciences and gender studies  It is desirable that the consultant team have experience working with international development institutions like the World Bank and the European Investment Bank.

The consultant’s team shall be composed of professionals with experience in socio-economic analysis, including gender-sensitive analysis, surveying and valuation.

National Water and Electricity Company Ltd, NAWEC, is preparing and implementing the Gambia-related part of the ECOWAS-Regional Electricity Access Project (Phase I). The Project Development Objective is to increase grid electricity access in Guinea-Bissau, Mali, and The Gambia. The project aims to provide access to around 1.1 million people in specific localities in each country selected following a first-order least cost geospatial planning within a 100-km radius of the substations of the OMVG in The Gambia and Guinea Bissau, and the substations of the OMVS in Mali. A critical part of the project work is ensuring compliance with the Environmental and social safeguards requirements of the financing institutions and Gambian legislation.

 

The project comprises three components: (i) Design and build of electricity distribution

infrastructure (Medium Voltage – MV and Low Voltage – LV) to maximize new connections; (ii) Supervision of the construction and technical advisory; and (iii) Technical assistance and project management.

 

An Environment Specialist is now being recruited by the Gambia Project Management Unit (PMU) to supervise compliance of project preparation and implementation activities with environmental safeguards regulations of the financing institutions and Gambian legislation. The Environment Safeguard Specialist will be responsible for the everyday operations and implementation of Environmental safeguards instruments of the project and provide technical guidance and oversight to the PMU on Environmental safeguards.

The successful applicant shall be engaged immediately on a full-time basis for one year (in three months contract basis extendable depending on the satisfactory performance in the contract duration) and for additional years during the project implementation period.

Required qualifications:

  • (i) BSc in Environmental Science, preferably Master’s, degree in relevant fields Engineering or related subjects with experience in developing, implementing or reviewing Environmental Assessments;
  • (ii) Have a proven experience of five (5) years in environmental management (Development of an Environmental and Social Management Framework (ESMF), Environmental and Social Impact Assessment (ESIA) and implementation of Environmental and Social Management Plan (ESMP) in development projects’ environmental monitoring and follow-up) including two (2) years in projects funded by technical and financial partners, (Experience and/or knowledge of World Bank Safeguards Policies is an asset);
  • (iii) Fluent in English with excellent written and spoken skills. Knowledge of French will be a plus;
  • (iv) Experienced computer user, including excellent knowledge of Microsoft Office suite;

Assignment Title: Developing a Resettlement Action Plan (RAP) Implementation Support for Solar PV Plant with Battery Storage in The Gambia

The approved Resettlement Action Plan (RAP) was based on the outcome of the Environmental and Social Impact Assessment (ESIA) report of the proposed on-grid 20 MW solar photo voltaic (PV) plant to be located on a 31.5ha piece of land in the village of Jambur in the West Coast Region of The Gambia. The land was allocated to the National Water and Electricity Company (NAWEC) for the proposed solar project.

 

The solar PV Plant is one component of the Gambia Electricity Restoration and Modernization Project (GERMP), with the specific aim of generating renewable electricity through solar energy. GERMP is a $121 million multi-donor funded project involving the World Bank (WB), European Union (EU) and the European Investment Bank (EIB). Specifically, the development of the solar PV plant is funded mainly by EIB, whilst the reinforcement of the transmission and distribution network is being supported mainly by the WB.

 

Since this project is funded by the EIB and WB, and its implementation will result in involuntary resettlement, it is a requirement that a RAP be developed according to the EIB Environmental and Social Standards 6 (ESS 6), and the Involuntary Resettlement Policy of the World Bank (OP 4.12). This is because when involuntary resettlement takes place, people lose their land, assets and access to assets, their income and livelihoods, with or without physical relocation. The effect of these losses on the persons living in the project zone would increase poverty, unless measures are put in place to compensate them for the losses incurred so that the living conditions of pre-project PAPs are recovered or even improved.

 

The objective of the RAP, therefore, is to provide guidelines that will ensure that since land acquisition for the project activities is inevitable, resettlement and compensation processes for the lost land and associated assets must be executed in line with the RAP.

 

The timeline for initiating the RAP implementation will be provided by the PIU. From initiation, the duration of the services will be for six (6) months. The consultant shall help NAWEC PIU in all other matters deemed necessary to implement the RAP in its spirit and entirety.

  • Project Manager/Team Leader should be a post-graduate, preferably in social sciences with financial management background. S/he should have 8-10 years’ experience in implementation of resettlement plans and development of reports with good knowledge on GIS and mapping of Project affected area and PAP plots of land. S/he should have held responsible position in the previous assignments and should possess participatory management skills. Knowledge of local languages (Mandinka and Wolof) is necessary.

 

  • Social Specialists as Community Facilitators should have a graduate or post- graduate or equivalent in social sciences with at least five years field experience. They shall have experience in implementation of resettlement in project development works with knowledge of prevailing resettlement policies including WB/EIB policies, and knowledge of gender issues and/or Gender-Based Violence (GBV), Violence Against Children (VAC), Sexual Exploitation and Abuse/Sexual Harassment (SEA/SH). Should have at least three years of experience in community consultation (including one with demonstrated experience with gender-sensitive and inclusive and accessible consultation approaches and working with women community members to create safe-spaces for discussion), and take into account other vulnerable persons such as persons with disabilities, those who are illiterate, elderly and others. Knowledge of the local language and experience of working in The Gambia desired.

 

  • Land acquisition facilitator should have knowledge of the Gambia’s Land Acquisition Act and land acquisition process, prevailing resettlement policies including WB/EIB policies and its implementation. They should have 3-5 years working experience on land acquisition issues and facilitating discussions between various stakeholders related to land acquisition.

 

  • Land Acquisition Specialist should be a graduate or equivalent in the social sciences with five years field experience in Land Acquisition, using maps to identify PAP assets, should have knowledge of prevailing land acquisition Act and WB/EIB policies.

Assignment Title:  External Auditor for ECOWAS Regional Electricity Access Project

The ECOWAS Regional Electricity Access Project (ECOWAS-REAP) funded by the World Bank aims to increase people’s access to reliable energy services, which is one of the major challenges in the ECOWAS region towards the implementation of the ECOWAS Regional Electricity Access Project (ECOWAS-REAP) and intends to use part of the fund to recruit an audit firm for the audit of the financial statements. It builds on the ECOWAS Rural and Peri-Urban Electrification Master Plan, designed to meet the short- and medium-term needs of the Member States in terms of access to electricity as well the regional interconnection projects funded by the World Bank under the ECOWAS Power Generation and Transmission Master Plan implemented by WAPP.

The proposed project which is the first  phase in a series of projects (SOP) will provide access to 1.1 million people in Guinea-Bissau, Mali, and The Gambia. The project will finance the expansion of medium- and low-voltage networks from the high-voltage substations of the Gambia River Basin Development Organization (Organisation pour la Mise en Valeur du Fleuve Gambie, OMVG) and Senegal River Basin Development Organization (Organisation pour la Mise en Valeur du Fleuve Sénégal, OMVS) to transform their power sectors and enable them to achieve their common objective of delivering more power to more consumers.

The project includes 3 components:

  • Component 1: Component 1: Design, supply, and installation (DSI) of electricity distribution infrastructure
  • Component 2: Supervision of the construction and technical advisory services under component 1 of the Project
  • Component 3: Program Management and Technical Assistance

The consulting services (“the Services”) include providing assistance to National Water and Electricity Company (NAWEC) in the following main areas for each auditing period: The objective of the audit of the Project financial statements (PFSs) is to enable the auditors to express an independent professional opinion on the financial position of the Project as at the end of each fiscal year; and of the income and expenditure for the accounting period ending on that end.  The project’s books of account provide the basis for preparation of the financial statements and are established to reflect the financial transactions in respect of the project.

 

  • Auditing of the Project Financial Statements (PFS) of ECOWAS-REAP in accordance with International Accounting Standards (IAS) and World Bank requirements;
  • Verification of Statement of Expenditures (SOE) and unaudited Interim Financial Reports (IFR);
  • Review of Designated project account activities;
  • Preparing Audit Report for ECOWAS-REAP, which will include audit opinion and address, inter alia, issues of fraud and corruption, compliance with laws and regulations, governance and risks;
  • Preparing Management Letter.

 

The total audit engagement is for a period of 3 years to review the accounts for the following accounting period:

First period will be from July 2019 to December 2020 then the period ending December 2021 and December 2022.
