The Government of the Gambia (GOTG) has received financing from the World Bank (IDA Grant D3090 and D6530), European Investment Bank (EIB), the European Union (EU) and the Government of The Gambia (GoTG) towards the implementation of the Gambia Electricity Restoration and Modernization Project (GERMP). NAWEC is now hiring an experienced Financial Management Specialist to work on project activities in the PIU

REPORTING LINE

The Financial Management Specialist who will be based at the Project Implementation Unit will be answerable to the Project Coordinator of the PIU of National Water and Electricity Company limited (NAWEC)

ROLE

Within delegated authority, the FMS assumes full responsibility for the overall financial management of all Projects under the PIU.  The Financial Management Specialist is responsible for supporting the project coordination team in all aspects of financial management and monitoring of project funds with a view at ensuring a transparent and efficient financial management system for the Project. The incumbent will be responsible for the following:

 

Supervision

  • Act as the principal advisor to senior management on issues related to financial management, stewardship, financing resourcing and reporting in line with priorities and objectives.
  • In charge of supervising all accounting staff of the unit and all activities that have financial implications for the project.
  • Liaison with external auditors, internal auditors, and other review missions to ensure maximum access to financial and other information for smooth conduct of their reviews.
  • Coordinate with implementing entities such as contractors and NAWEC management with regards to financial management matters in consultation with the project coordinator.

Financial Management, Accounting & Internal Controls

Tasks and Activities:

 The specific tasks and activities of the Financial Management Specialist will be as follows:

 

(1)       Task: Administration and Team Management (Finance and Accounts Department)

Activities:

  • Co-ordination of administrative matters relating to the accounts department.
  • Carry out induction of new finance staff, performance management and discipline, creation of an enabling environment.
  • Guide, train staff in the unit and lead the recruitment of staff for the unit.
  • Ensure compliance with accounts and finance procedures.
  • Oversee on behalf of the Project Coordinator and fully participate in the development of a Financial Management Information System to be financed under the project.
  • Other administrative duties as may be delegated by the Project Coordinator.

 

(2)       Task: Accounting records, Financial Control and Preparation of financial reports.

Activities:

  1. Establish and maintain suitable systems of internal control (including approval and authorization controls, bank reconciliation statements, fixed assets management, inventories management and distribution, etc)
  2. Carry out approving officer functions in accordance with financing agreement, approved manuals and procedures.
  3. Ensures that all financial management procedures put in place are always in conformity with the PIM and financing agreements and the World Bank’s policies and procedures.
  4. Propose/ review recommendations to amendments and updates to the procedures to the PIM and other implementation manuals/ procedures.
  1. Prepare, monitor and control annual budgets, quarterly and annual financial statements, as well as reporting on material variances, recommending remedial action, as appropriate, within an agreed time frame:
  • serve as liaison to other implementing entities for all budget
  • provide the coordinator and implementing entities with all the information needed to prepare annual budgets based on a specific timeline of
  • compare the annual budgets presented by implementing entities with the project’s initial or updated budget allocations and, if necessary, coordinate budget arbitration sessions
  • monitor funding agreements signed with donor.
  1. Ensure that all accounting records and bank accounts are up to date using a computerized system:
  • identify and propose proper posting of the different types of
  • monitor the status of commitments per category and per
  • ensure that accounting ledgers and papers are well
  • receive and classify accounting records.
  1. Ensure monthly production of Withdrawal applications and Bank reconciliations for the
  • ensure that documentation of replenishment and reconciliation of physical petty cash to accounting records are carried out at least twice weekly.

(3)       Task: Relationship Management

Activities:

  • Development partners & GOTG: initiate correspondence on financial matters for endorsement by Project Coordinator.
  • Auditors: liaise with external auditors to facilitate timely completion of external audits.
  • Banks: liaise with banks to ensure accuracy, timeliness of service and initiate correspondence for endorsement by Project Coordinator.
  • Others: participate in external meetings & forums as directed by Project Coordinator. 

The Financial Management Specialist will report to the Project Coordinator and submit quarterly financial reports to the same entity.

Professional Qualifications

  • Must be a professional accountant (ACCA, CPA, etc) with at least 5 years relevant post qualification experience; or
  • A holder of a master’s degree in accounting / finance from a recognized university, with at least 8 years relevant post qualification experience
  • A minimum of 5 years’ experience in financial management of World Bank funded projects and financial reporting compliant with cash basis IPSAS.
  • Experience management a finance unit will be an added advantage.
  • Possess good computer skills; experience in using a financial and accounting management software program may be required.
  • Display professional integrity and the ability to coordinate team activities.

Deliverables

The FMS has responsibility for the preparation and submission to project coordinator for approval and onward transmission to IDA, NAWEC and Government (where applicable), the following financial reports:

  • Annual Financial Statements and Project Accounts for review and expression of opinion by external financial
  • Quarterly Financial Monitoring reports in accordance with prescribed IDA
  • Regular Cash flow projections of the project in line with the Implementation plan
  • Quarterly Budgetary Control Report explaining variances to that
  • Any other deliverables required.

Performance Criteria

  • Quality of budget, financial and account monitoring within the project.
  • Compliance with the project’s financial and accounting information deadlines.
  • Quality of cash management within the project.
  • Quality of monitoring of internal control procedures.
  • Quality of Financial Monitoring Reports (FMR).
  • Submission of annual accounts to the auditors not later than the end of March.
  • Approval of annual accounts, certified statements of expenditures and Special Account transactions by external auditors, and transmission to the World Bank not later than June for the period ending in December of the previous calendar year.
  • All report should be prepared in English.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Terms of the Assignment

The Consultant shall be engaged on full time basis. The initial appointment will be for a period of one year renewable subject to satisfactory performance evaluation.

  • The remuneration will be paid on a monthly basis.
  • The Consultant will be offered opportunities to develop professionally by attending relevant training events and courses during the term of the contract.

Assignment Title: Junior Power Engineer for the Project Implementation Unit (PIU).

The Republic of the Gambia is implementing Electricity Restoration and Modernization Project (GERMP) financed by the World Bank, European Investment Bank, and European Union. The main Project Development Objectives are increasing the availability and reliability of electricity supply in the Gambia; improving operational performance of NAWEC; improve the capacity of NAWEC to dispatch variable renewable electricity. In June 2020, the World Bank Board approved Additional Financing for GERMP to address, inter alia, urgent needs in improvement of NAWEC water business.

The project has a component on rural electrification – Design, Supply, and Install electricity distribution infrastructure (Medium Voltage Backbones and Low Voltage networks) to maximize new connections.

A Junior Power Engineer is now being recruited by the Gambia Project Implementation Unit (PIU) to work on relevant projects activities under the supervision of the Senior Power Engineer of the PIU.

The assignment will be for a period of one (1) year, renewable.

  1. SCOPE OF WORK

The Junior Power Engineer’s overall responsibility will be providing technical expertise during project implementation and provide inputs to the ensure timely and efficient implementation of the projects managed under the PIU.

Activities to be performed include but are not limited to the following:

  • Participating in the review of the designs prepared by the Contractors and the Owner’s Engineers.
  • Representing the PIU on-site during implementations of works and reporting accordingly to the Senior Power Engineer of the PIU.
  • Report on project related activities and identifying bottlenecks to implementation for swift redress.
  • Take part in reviewing works’ documents, including invoices, acceptance of materials, control of the works’ compliance with Employer’s Requirements, and all other necessary supervision activities, to ensure that construction of the distribution networks is implemented on time, efficiently, safely, and are of satisfactory technical quality.
  • Participating in monitoring of the implementation of the Environmental and Social Management Plan in liaison with the Safeguard team of the PIU.
  • Reviewing technical documents and ensuring strict control during implementation activities.
  • Contribute to the elaboration of Annual Work Plans and Budgets of the projects under the PIU.
  • Other activities, as instructed by the Senior Power Engineer and the Project Coordinator.

2. QUALIFICATION REQUIREMENTS

  • (i) Bachelor’s degree in Electric Engineering or related fields.
  • (ii) Minimum 3 years’ relevant experience in Medium Voltage (MV) and Low Voltage (LV) networks.
  • (iii) Fluent in English with excellent written and spoken skills.
  • (iv) Experienced computer user, including excellent knowledge of Microsoft Office suite.
  • (v) The Engineer will be required to reside around the project sites. Her/his office will be in Farafenni and Basse, depending on the intervention site.

Assignment Title: Junior Water Engineer for the Project Implementation Unit (PIU).

The Gambia Electricity Restoration and Modernization Project (GERMP) additional financing, in the amount of USD 43 million, was approved by the World Bank Board of Directors on 29 June 2020. This project, which expands the scope of the parent GERMP, aims to improve NAWEC’s operational performance for electricity, water and sewerage services and will fund important investments in water and sanitation infrastructure that can help address the water and sanitation crisis in NAWEC’s service area.

The GERMP Additional Financing will provide essential support to NAWEC to address some of these challenges. The project plans to strengthen the utility’s functioning through a service contract covering both electricity and water; the introduction of water drinking modules in the information management system (IMS); training; and strategic studies on sanitation. A separate component will strengthen NAWEC’s planning on non-revenue water reduction; install retail meters and district metered areas (DMAs); introduce energy efficiency measures; construct storage tanks; finance new boreholes and water connections; and improve water quality at selected water treatment facilities.

Moreover, considering the past coronavirus pandemic, the project has provided emergency support to NAWEC to purchase IT equipment for staff and handwashing and hygiene kits to the population; and implement hygiene campaigns. It has provided refilling of water plastic tanks by service providers to water stressed zones in the GBA It will also provide water supply to unconnected areas through borehole drilling and extension of water network, will also purchase needed water distribution spare parts and equipment to ensure continuity of service provision.

NAWEC is now recruiting a Junior Engineer to provide services in design review and supervision of works in the construction of storage tanks, boreholes, water and power transmission lines and related civil works in both the Greater Banjul Areas and Provinces. He/she may also be assigned to participate in specific tasks in sewerage activities as instructed by the Water Consultant and Project Coordinator.

  1. SCOPE OF WORK

The Junior Water Engineer’s overall responsibility will be providing technical expertise during project implementation and inputs to ensure timely and efficient implementation of the projects under the guidance of the Water Consultant. Activities to be performed include but are not limited to the following:

  • Participating in the review of the designs prepared by the Contractors and the Owner’s Engineer, technical specifications, drawings, schedules, all technical documents, and works’ documents, including various reports and invoices.
  • Take part in Factory acceptance Tests of materials (FAT & SAT), control of the works’ compliance with Employer’s Requirements, and all other necessary supervision activities, to ensure that construction of the transmission networks for both water and electricity is implemented on time, efficiently, safely, and with high technical quality.
  • Representing the PIU on-site during implementation of works and reporting accordingly to the Water Consultant of the PIU.
  • Contribute to the elaboration of Annual Work Plans and Budgets of the Projects.
  • He/she will report to the Water Consultant.
  • Other activities in water and sewerage services, as instructed by the Water Consultant and the Project Coordinator.

The overall objective of the assignment is to improve the water supply system in Banjul, Brikama, Gunjur, Bwiam, Mansakonko, Farafenni and Kerewan by providing a reliable supply of clean drinking water to these communities through the drilling of new boreholes, constructing electrical networks to power the boreholes, laying raw water transmission lines, rehabilitation/construction of elevated water tanks and improving the water treatment process.

  1. QUALIFICATION REQUIREMENTS
    • (i) Minimum bachelor’s degree in electrical and electronic engineering, water engineering, mechanical engineering, or related fields.
    • (ii) Minimum 5 years of relevant experience meant as being involved in water and electricity transmission and distribution works including borehole drilling.
    • (iii) Demonstrated knowledge and experience of the water and sewerage sector in Gambia.
    • (iv) Demonstrated knowledge in power distribution grid extension/reinforcement projects in urban or rural areas will be an added advantage.
    • (v) Fluent in English with excellent written and spoken skills.
    • (vi) Ability to work in a multidisciplinary team and ability to do multitasking.
    • (vii) Experienced computer user, including excellent knowledge of Microsoft Office suite.
  2. DUTY STATION
    • (i) The Engineer will be required to reside most of the time around the project sites. Her/his time is estimated at 50% in the provinces and 50% in the GBA or as instructed by the Water Consultant or Project Coordinator.

Assignment Title: Social Risk Management Specialist for the Project Implementation Unit (PIU).

The Republic of The Gambia with the support of the International Development Association (IDA), European Investment Bank (EIB), and European Union (EU), collectively the “Lenders”), are implementing an energy project approved in 2018 to improve the power generation and transmission capacity in the country. The Gambia Electricity Restoration and Modernization Project (GERMP) will increase the generation capacity through renewable sources, reinforce the transmission infrastructure in the Great Banjul Area, and in the provinces across the country.

The development objective of the project is to improve the operational performance of the National Water and Electricity Company (NAWEC), and its capacity to dispatch variable renewable electricity. The Gambia Electricity Restoration and Modernization Project (GERMP) will improve the power generation capacity and efficiency of NAWEC’s transmission network to increase access to electricity for socio-economic development. This objective is in line with the Gambian National Development Plan (NDP-2018-2021), the Gambia Electricity Sector Roadmap (2017) and the National Energy Policy (2014-2018), among other national policies which promote the extension, reliability, and quality of the Government’s energy supply, as well as diversifying energy sources to include renewables.

The Social Risk Management Specialist’s overall responsibility will be ensuring compliance of project preparation and implementation activities with social risk management regulations and policies of the financing institutions and Gambian legislation.

The incumbent will be responsible for providing advice and technical assistance to the project and all stakeholders to ensure acceptable quality of social risk and impact management in accordance with the World Bank’s Operational Policies and EHS guidelines and, where applicable, national regulations in The Gambia.

Activities to be performed by the Social Safeguard Specialist include but are not limited to the following:

  • Ensure the diffusion of the project’s safeguard instruments and contribute to the stakeholders’ appropriation.
  • Provide overall technical social safeguards oversight for the project preparation and implementation under the general management of the PIU Coordinator.
  • Participate systematically in the development of terms of reference (TOR) for the conduct of specific social assessments and other social studies (i.e., RAP, ESIA, ESMP, and/or Audits, etc.) of the Project.
  • Evaluate the gaps between Gambian legislation and the World Bank’s standards on social issues, including compensation, eligibility, vulnerability, etc.…
  • Focus will be on social risk management, including measures for addressing inclusive stakeholder engagement, social accountability, social inclusion, conflict reduction, addressing disadvantage and vulnerability, restoration of livelihoods, gender mainstreaming and considerations in risk management, and familiarity with social methodologies, and other social issues that may arise in the project.  Familiarity addressing gender-based violence (GBV)/sexual exploitation and abuse, sexual harassment (SEA/SH), violence against children (VAC) is also preferred.
  • Participate in the selection process of service providers to carry out environmental and social studies and be involved in the implementation and/or control/monitoring of social safeguards during the works and ensuring service providers are strictly following the E&S clauses.
  • Providing necessary coordination, review, and relevant input into preparation of Environmental and Social Impacts Assessment (ESIAs)/Environmental and Social Management Frameworks (ESMPs) and Resettlement Action Plans (RAPs) for projects under preparation and implementation.
  • Conduct a quality review of documents related to social and environmental activities carried out and facilitate the process of approval and disclosure of safeguard instruments (i.e. RAP, ESIA, ESMP, Audits, Grievance Mechanism [GM], Contractor-ESMP, etc.) and their implementation (i.e. payment of compensation, social support for PAPs, with particular attention to vulnerable groups including women, youth and the elderly, the disabled, etc.), in accordance with current national regulations and the World Bank’s environmental and social standards.
  • Ensuring that bidding documents and contracts include necessary social safeguards provisions.
  • Ensure the development and quality of the C-ESMPs and other instruments for mitigating social risks and impacts and gender and vulnerability aspects by the contractors in charge of the works and their approval by the Owner Engineer.
  • Conduct/participate, together with the environmental safeguard specialist, in supervision missions to verify and attest to the status of implementation of social safeguards, as well as gender, social inclusion, vulnerability, etc.
  • Supervise and monitor contractors’ performance in handling specific social issues; provide corrective instructions as needed.
  • Prepare relevant parts of required social monitoring reports, including reports on ESMP implementation status.
  • Undertake regular field visits to project sites to assess social impacts and verify social monitoring information provided in the reports of contractors and implementing partners, including photo documentation as applicable.
  • Keep accurate records of social supervision of project activities in a systemic manner that allows easy search-and-find of all documents upon request of, the World Bank, and national authorities.

GERMP Social Risk Management Specialist PIU TOR

Required qualifications:

a)     Master of Arts degree in social sciences such as political science or policy, sociology, anthropology, gender studies, social assessment studies, or related fields (with experience in areas relevant to social safeguards such as land acquisition or resettlement, vulnerable groups and individuals, gender, livelihoods, participation and civic engagement, social impact analysis, assessment of social risks).

The Republic of The Gambia with the support of the International Development Association (IDA), European Investment Bank (EIB), and European Union (EU), collectively the “Lenders”), are implementing an energy project approved in 2018 to improve the power generation and transmission capacity in the country. The Gambia Electricity Restoration and Modernization Project (GERMP) will increase the generation capacity through renewable sources, reinforce the transmission infrastructure in the Great Banjul Area, and in the provinces across the country.

The development objective of the project is to improve the operational performance of the National Water and Electricity Company (NAWEC), and its capacity to dispatch variable renewable electricity. The Gambia Electricity Restoration and Modernization Project (GERMP) will improve the power generation capacity and efficiency of NAWEC’s transmission network to increase access to electricity for socio-economic development. This objective is in line with the Gambian National Development Plan (NDP-2018-2021), the Gambia Electricity Sector Roadmap (2017) and the National Energy Policy (2014-2018), among other national policies which promote the extension, reliability, and quality of the Government’s energy supply, as well as diversifying energy sources to include renewables.

The implementation of some activities of the GERMP project could lead to potential environmental and social risk and impacts which must be managed. The project is using the World Bank operational Policies on E&S safeguards as well as the Gambian national low on the management of E&S risks and impacts.

These Term of references are prepared to recruit an environmental specialist to support the monitoring of the management of E&S risks and impacts in the context of the project.

The environmental Safeguard Specialist’s overall responsibility will be ensuring strict compliance of sub-project preparation and implementation with the World Bank’s Operational Policies on safeguards and Environment, Health and Safety (EHS) guidelines, The Gambian legislation, and relevant international good practices.  In general, he/she will be responsible for providing advice and technical assistance to the project and all stakeholders to ensure acceptable quality of environmental risk and impact management in accordance with mentioned policies.

Activities to be performed by the Environment Safeguards Specialist include but are not limited to the following:

a) Provide overall technical environmental safeguards oversight for the sub-project preparation and implementation under the general management of the PIU Project Coordinator. Focus will be on environmental risk management, including measures for addressing negative impacts, labor influx, healthy and safe working condition of labors, biodiversity management, waste (including hazardous and non-hazardous) and other environmental issues that may arise during the implementation of project’s activities.

b) Ensure compliance with the provisions of the World Bank’s Safeguard Policies which have been deemed relevant to this project, and with national, regional, and international legal provisions in force that apply.

c) Conduct in collaboration of the social development specialist the E&S screening of planned sub-projects/activities and determined the appropriated E&S due diligence to perform. Ensure the participation of the NEA to the process as per national requirements.

d) Provide necessary coordination and relevant inputs during the preparation of environmental and social instruments such as Environmental and Social Impact Assessment/Environmental and Social Management Plan (ESIA/ESMP), E&S Audits as necessary, for sub-projects under preparation and implementation.

e) Conduct quality review and facilitate the approval and disclosure process of environmental and social risk and impact management instruments (ESIA, ESMP, C-ESMP for contractors etc.) and their implementation in accordance with the Operational Policies and the national regulations in force.

f) Undertake regular field visits to project sites to assess the management of environmental impacts and verify environmental monitoring information provided in the reports of contractors and Owner Engineer, including photo documentation as applicable.

g) Keep records of environmental supervision of project activities in a systemic manner that allows easy search-and-find of all documents upon request of the World Bank, and national authorities.

h) Contribute to the preparation of environmental and social clauses and ensure their integration in the tender documents as well as in the contracts of the company in charge of the works and of the Owner Engineer, together with its social Safeguard specialist and the GBV Specialist.

i) Analyze project implementation reports to ensure that all work is completed in full compliance with Safeguards Policies, supervising contractors’ performance in handling specific environmental issues.

j) ensure the development and quality as well as the effective implementation of ESMP and any other instrument for mitigating environmental and social risks and impacts by the contractors in charge of the works and their approval by the Owner Engineer.

k) Monitor in collaboration with the social development specialist, the development, dissemination/make accessible and functional the implementation and effective monitoring of the project’s Grievance Mechanism, including the resolution of disputes and conflicts arising from the implementation of the C-ESMP and propose appropriate corrective measures.

l) Ensure proper documentation of all activities relating to environmental safeguards; prepare reports (monthly, quarterly, annual, incident report, accident report…).

m) Prepare relevant parts of required environmental monitoring reports, including reports on ESMP implementation status. his including being responsible for drafting sections of the project documentation and guidance such as the project operational manual related to environmental safeguards.

n) Provide capacity building to ensure safeguards is institutionalized in NAWEC PIU (i.e., Safeguard Specialist in PIU) and project partners (i.e., Owner Engineer and Contractors).

  • Hands-on program monitoring mechanisms (e.g., conducting monthly meetings and integrate reporting on implementation of ESMP/RAP).

o) Ensure proper management of OHS aspects by contractor (e.g., safety for workers and communities in construction and/or temporary and permanent rehousing sites, significant amounts of emissions or effluents produced, presence or adoption of unsafe processes for a project), to ensure that these risks are adequately addressed in the implementation processes, etc.

p) Participate in and ensure the implementation of the recommendations (related to the management of environmental risks and impacts, code of conduct, etc.) of the aide-memoirs of the support missions to the implementation of the project, carried out alone or jointly with the World Bank.

q) Ensure that activities related to the management of E&S risks and impacts are included in the project Annual Budget plan.

r) Work closely on an everyday basis with the PIU International E&S Safeguard Consultant to gain knowledge and on the job training of all the environmental safeguard matters.

This objective is in line with the Gambian National Development Plan (NDP-2018-2021), the Gambia Electricity Sector Roadmap (2017) and the National Energy Policy (2014-2018), among other national policies which promote the extension, reliability, and quality of the Government’s energy supply, as well as diversifying energy sources to include renewables. The Project site will cover mainly two regions: the Central River Region and the Upper River Region. This Project will cover communities not covered by other NAWEC projects in order to reach the universal access. Additional short lines will be covered in NBR and LRR as well.

The total distance of the MV lines for this assignment is approximately 310km.

The aim of the Resettlement Action Plan (RAP) is to include measures to address physical and/or economic displacement depending on the nature of the impacts expected from a project and identify and assess the socio-economic impacts of the planned 30 kV MV transmission lines with associated MV T-offs and distribution networks for CRR and URR and to prepare an Action Plan to be implemented in line with World Bank Policies, specifically, the World Bank Operational Policy 4.12 and Government of The Gambia policies and laws.

The RAP will identify the project affected persons (PAPs), engage them in inclusive, accessible, and participatory discussions regarding the plan, and formulating a plan of action to adequately compensate people or entities for their losses, and restriction of uses.

The RAP is based on up-to-date and reliable information about (a) the proposed project and its potential impacts on the affected  persons and other adversely affected groups, (b) appropriate and feasible mitigation measures, and (c) the legal and institutional arrangements required for effective implementation of resettlement measures.

Project-affected persons (PAPs) may be classified as persons: (a) Who have formal legal rights to land or assets; (b) Who do not have formal legal rights to land or assets but have a claim to land or assets that is recognized or recognizable under national law;  or (c) Who have no recognizable legal right or claim to the land or assets they occupy or use.

The expected output is a report that provides detailed information on the scope of adverse social impacts and mitigation measures (resettlement/rehabilitation) actions to be taken by the project. The Consultant is expected to submit to the GERMP PIU the following:

  • Inception report describing the procedures and timetable for completion of the RAP preparation process by first week after contract signing.
  • Report summarizing the preliminary results of the baseline socio-economic survey, PAPs census and consultations with PAPs and other stakeholders (by four weeks after contract signing)
  • Draft RAP report (by seven weeks after contract signing).

 

The main findings of the draft RAP report will be reviewed and cleared by the World Bank, and disclosed publicly by the Government of The Gambia, and the World Bank Infoshop.

RAP GERMP Two 30kV lines CRR and URR TOR

National Water and Electricity Company now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Qualifications and Experience:

The Consultant team should have a minimum of ten (10) years of strong working experience in social assessment, involuntary resettlement, and other relevant fields, such as the social sciences and gender studies. It is desirable that the consultant team have experience working with international development institutions like the World Bank.

The consultant’s team shall be composed of professionals with experience in socio-economic analysis, including gender-sensitive analysis, surveying, and valuation.

Assignment Title: Recruitment of a Procurement Consultant

 The Republic of the Gambia is implementing Electricity Restoration and Modernization Project (GERMP) financed by the World Bank, European Investment Bank, and European Union. National Water and Electricity Company (NAWEC) is Implementing Agency for this project. The main Project Development Objectives are increasing the availability and reliability of electricity supply in the Gambia; improving operational performance of NAWEC; improve the capacity of NAWEC to dispatch variable renewable electricity. In June 2020, the World Bank Board approved Additional Financing for GERMP to address, inter alia, urgent needs in improvement of NAWEC water business. Main project activities shall be implemented before the project closing date 31 December 2024.

NAWEC has set up a Project Implementation Unit (PIU) to manage the implementation of the projects financed by International Financing Institutions (IFIs), including procurement of goods (equipment and materials), works, and selection of consultants for technical assistance. PIU is also managing contract implementation to ensure compliance with the Financing Agreements. An experienced Procurement and Contract Management Consultant (the Consultant) will be required to support the PIU in conducting these activities in accordance with the World Bank Guidelines and Project legal documents. The Consultant will also provide on-the-job training and support capacity building of the PIU staff, and perform other related activities, as the need may be.

The objectives of the Consultant’s services are to ensure quality and efficiency of procurement and contract management for the activities outlined in the Project and Financing Agreements, Project Procurement Strategy for Development (PPSD) and Procurement Plan; and provide on-the-job training and capacity building of PIU procurement staff.

 

SCOPE OF WORK

  1. Procurement consultant will assist PIU in performing procurement and contract management activities, which include but are not limited to the following:

(i)        Hands-on assistance in performing the following procurement and contract management activities without limitation:

  • Preparation of, Requests For Bids and Requests For Proposals based on the WB’s standard procurement documents, advising on procurement packaging.
  • Conducting proper communication with bidders, including drafting responses to bidders’ inquiries, debriefing, addressing bidders’ complaints.
  • Assisting PIU and NAWEC staff on conducting bid/proposal opening session, bid/proposal evaluation, technical and commercial evaluation of bids and proposals, preparing Bid/Proposal Evaluation Reports with recommendations for contract awards.
  • Assisting in negotiating finalizing and monitoring contracts with winning bidders/consultants.
  • Preparation of contract management plans for large contracts, organizing contract management teams, establishing appropriate processes and communication.
  • Managing negotiating, preparing and obtaining approvals for variation orders and contract amendments;
  • Timely submitting to the World Bank and obtaining all necessary approvals/no objection notices.
  • Ensuring that timely input is provided to STEP system of the World Bank.
  • Maintaining procurement filing system to ensure proper record keeping of all procurement-related documentation/records and their availability for the review by the World Bank and the Government.
  • Preparing relevant inputs into regular implementation progress reports by the PIU in part related to procurement.
  • Other procurement and contract management-related activities, as may be requested, from time to time, by the PIU and NAWEC management.

(ii)       Developing procurement capacity of PIU, primarily in the form of on-the-job training and coaching procurement staff of the PIU in conducting procurement work in accordance with the World Bank Procurement Regulations

(iii)      Developing contract management capacity in PIU and NAWEC, based on the requirements of the World Bank and in accordance with accepted international practices.

  • Design, supply and installation of Solar PV Plant (procurement stage completed, contract signed and being implemented);
  • Design and Build of HV Transmission infrastructure Plant (procurement stage completed, contract signed and being implemented);
  • Provincial Backbone 2 (procurement stage completed, contract signed and being implemented);
  • Provincial Backbone 3 (at procurement stage);
  • Greater Banjul Area (GBA) primary and secondary substations upgrading (procurement stage completed, contract signed and being implemented);
  • Design, supply and installation of the Integrated Management System for NAWEC (operational acceptance completed);
  • Owner’s Engineer to supervise construction of Solar PV Plant; and Transmission infrastructures (contract implementation ongoing);
  • Borehole drilling and rehabilitation services (at procurement stage);
  • Replacement of Water Storage tanks (at procurement stage);

Procurement Consultant TOR

NAWEC now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Required qualifications.

Successful candidate is expected to have the following qualifications and experience:

  • (i) Master’s Degree from a reputable university in procurement, business administration, engineering, economics or related fields. Certification in procurement from a recognized institution (e.g. CIPS) is preferred.
  • (ii) Strong experience in power sector, including procurement and contract management of large contracts for Design, supply and installation of Plant. Experience in water sector will be an advantage.
  • (iii) Strong experience and detailed knowledge of the World Bank latest procurement regulations for all main types of procurement: Goods, Works, Plant, Information Systems, Consulting and Non-consulting services.
  • (iv) At least 8 years of proven successful procurement and contract management experience in the World Bank-funded projects in developing countries, including experience in Sub-Saharan Africa. Relevant experience with other multilateral banks (AfDB, ADB, etc) will be also considered. Experience in projects in small and fragile countries will be an advantage.
  • (v) Strong experience in assessment of procurement-related risks, training, implementation of procurement systems in project implementation units.
  • (vi) Strong experience in and understanding of international development business, including sensitivity to cultural issues, leadership, communication, negotiations, and project management skills.
  • (vii) Fluent in English with excellent written and spoken skills.

Public Announcement – Foundation stone laying of 23MW Solar PV Plant in Jambur

NAWEC informs the general public, that the Government of The Gambia (GOTG), with financing from the World Bank and The European Investment Bank (EIB), under The Gambia Electricity Restoration and Modernization Project (GERMP), will be constructing a 23MW Solar PV Plant in Jambur in the West Coast Region of The Gambia.

The project will improve the power generation capacity and efficiency of NAWEC’s transmission network in order to increase access to electricity for socio-economic development. This is in line with the National Development Plan and The Gambia Electricity Sector Roadmap among other national policies.

The project will promote the extension, reliability and quality of the energy supply nationally, as well as diversifying energy sources to include renewables.

It is against the backdrop that NAWEC cordially invites you, to the foundation stone laying of this important project by His Excellency the President, Mr. Adama Barrow, on Saturday 4th February 2023 at 9am.

  1. The Republic of The Gambia (hereinafter called “Borrower”) has received financing from the International Development Association (IDA), the European Investment Bank and the European Union (the “Banks”) in the form of a credit and grant (hereinafter called “credit” and “grant”) toward the cost of Gambia Electricity Restoration and Modernization Project (GERMP). The National Water and Electricity Company (NAWEC), an implementing agency of the Borrower (hereinafter called “Client”), intends to apply part of the proceeds toward payments under the Contracts for Intervention boreholes in GBA and Provinces with associated infrastructure. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.
  2. The National Water and Electricity Company Limited (NAWEC) now invites sealed Bids from eligible Bidders for:

Lot 1: Intervention boreholes in GBA with associated infrastructure

  • Four new boreholes (WB 1 – 4) including kiosk, headwork arrangements and all site works
  • One new borehole (WB 5) including all civil works in Kabafita
  • New raw water main to WTP Brikama: 2670 meter PVC DN200, 900 meter PVC DN280, 200 meter PVC DN355
  • New raw water main to Kabafita tank, 850 meter PVC DN200
  • Connection to the existing aerator at the WTP Brikama
  • A new 11 kV power line from WTP Brikama to the boreholes WB 3 and 4 including transformers. From borehole WB 4 the power line should be extended to borehole WB 5 including a transformer
  • A new transformer from existing 11 KV powerline to the boreholes WB 1 and WB 2
  • Submersible pump, Control panel and telemetry for each borehole

 

Lot 2: Intervention boreholes in Provinces with associated infrastructure

  • One new borehole (WB 6) including all civil works in Kambujeh
  • New raw water main to Kembujeh tank, 150 meter PVC DN200
  • Demolishing of existing fence and construction of fencing of Kembujeh Tank Complex
  • One new borehole (WB 8) including all civil works in Kerewan – Saaba
  • Connect WB 8 to the existing water main to Kerewan tank,
  • Fencing of Kerewan Tank complex
  • Two new boreholes (WB 9 – 10) including all civil works in Farafenni
  • New raw water main to Farafenni tank, 1000 meter PVC DN250
  • One new borehole (WB 11) including all plot works in Bwiam
  • New raw water main to Bwiam tank, 1000 meter PVC DN200
  • One new borehole (WB 12) including all plot works in Mansankonko
  • New raw water main to Mansankonko tank, 750 meter PVC DN200, 600 meter PVC DN250 & 50 meter PVC DN315
  • Connection of all boreholes to the power grid
  • Construction of Chlorine building in Kembujeh and Farafenni

Main Qualifications Requirements:

Two similar contracts within the last Five (5) years, each with a value of at least:

For Lot 1: US$650,000

For Lot 2: US$800,000

  1. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers (July 2016 Revised November 2017 and July 2018 and November 2020) (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
  2. Interested eligible Bidders may obtain further information from National Water & Electricity Company, attention Haddy Njie, email hnjie@nawec.gm, and inspect the bidding document during office hours Monday to Thursday from 8:00am to 16:00 p.m. and Friday from 8:00am to 12:30 p.m. at the address given below.
  3. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of US$300. The method of payment will be bank transfer. The document will be sent by electronic mail in PDF format or a link for downloading will be provided. Should a bidder require hardcopy, it will be sent by courier mail, however, such bidder will have to make own pick up and shipment arrangement .
  4. Bids must be delivered to the address below on or before 12:00 pm Gambian time 31st January 2023. Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below.

National Water and Electricity Company Ltd, NAWEC, is implementing the Gambia Electricity Restoration and Modernization Project, co-financed by The World Bank (WB) and the European Investment Bank (EIB). A Project Management Unit (PMU) has been created to coordinate this work within NAWEC and with numerous Government ministries and agencies.  The role of the PMU includes, inter alia, providing specialist support in the areas of social and environmental safeguards, procurement, financial management, monitoring and evaluation, and communications. The Monitoring and Evaluation Specialist will work under the direct guidance of the Project Coordinator in both the preparation and regular review of the project’s activities.

 

The M&E Specialist will provide technical leadership to develop the project results framework, monitoring plans, and indicators to capture project results and provide effective, accurate, and timely monitoring, evaluation, and reporting of all project activities.  The overall objective is to provide strategic and technical guidance in monitoring and evaluating the implementation of project interventions and provide general M&E support (technical + capacity building) to NAWEC particularly in reporting salient operational and financial parameters as detailed in the company’s strategic development plan (SDP) and ensuring compliance with the M&E requirements of GERMP co-financiers.

 

NAWEC now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. SCOPE OF WORKS

Oversee the development and implementation of the monitoring plan to capture the Project’s performance and results, including routine reporting, baseline and result assessments, and all monitoring for process and outcome evaluations.

 

The M&E Specialist will perform the following tasks:

 

Develop an overall Monitoring and Evaluation (M&E) Framework and Plan in accordance with the requirements and standards of the World Bank and the Government of the Gambia:

  • Lead efforts to monitor and evaluate project interventions, document results and provide feedback to stakeholders to guide decision-making;
  • Provide oversight and monitoring of field activities and ensures that these activities are coordinated with, complementary to, and supportive of NAWEC projects and or programs;
  • Develop and continuously refine the monitoring plan to ensure that the baseline information as well as targets are set well and understood by the project implementation units;
  • Undertake monitoring field visits with the Implementing Entities and or Development partner(s) where appropriate;
  • Undertake field visits to gather information on the perception of the community members or beneficiaries and other local stakeholders;
  • Lead and support the systematic gathering of quantitative and qualitative data and reporting on project progress;
  • Monitor data quality assurance and ensure periodic programmatic reports for GERMP are produced on time
  • Work closely with project implementation units and the World Bank when undertaking periodic reviews;
  • Assist to develop project-specific monitoring and evaluation plans in consultation with the PM and other stakeholders;
  • Assist the PM to implement a project-wide M&E framework, guidelines, and other tools for the various components under the project;
  • Work closely with NAWEC management to report on identified KPI’s and performance matrices

 

The Monitoring and Evaluation Specialist will be located full-time in Banjul, The Gambia, and perform his/her duties at the PIU (GERMP).

The expected contract duration is 12 months; an extension of this position may be considered and will be dependent upon satisfactory performance.

Required qualifications:

 

  • Advanced degree in Statistics, Data Science, Economics, Development studies, or related social sciences.
  • At least five (5) years experience in monitoring and evaluation and results-based management, including for projects financed by international donors.
  • Experience in a World Bank-funded project will be an asset;
  • Knowledge of Electricity utilities particularly in a planning function;
  • Excellent writing and analytical skills in drafting concept notes and reports;
  • Understanding and knowledge of computer applications such as MS Word, Excel, MS Project, and Database Management tools.
