REQUEST FOR QUALIFICATION
GAMBIA POWER GENERATION IMPROVEMENT PROJECT PHASE I

30-megawatt dual fuel (HFO/Gas) electricity generation facility
RFQ Response Deadline: 3 December 2020

Notice is hereby given that The Gambia National Water and Electricity Company Limited
(NAWEC), with the support of the African Legal Support Facility, has issued a Request for
Qualification (RFQ) for Gambia Power Generation Improvement Project Phase I. Responses to
the RFQ are due by 11:00 PM (Coordinated Universal Time) on 3 December 2020.

Through the RFQ, NAWEC intends to identify and pre-qualify eligible independent power
producers (IPPs) to develop, finance, construct, operate and maintain a 30MW dual fuel
(HFO/gas) power plant. The power plant will be located in Kotu, The Gambia and will sell its
power to NAWEC under a long-term power purchase agreement. The successful IPP will be
responsible for fuel supply and transportation for the power plant.

A non-refundable application fee of US$300 is required to obtain the RFQ. The application fee
is payable by wire transfer and is to offset NAWEC’s cost associated with the issuance of the
RFQ. Instructions for payment of the application fee and receipt of the RFQ may be obtained by

Each applicant is encouraged to promptly obtain an application to ensure it has sufficient time to
complete its RFQ response before the above deadline.

Due to the Covid-19 pandemic, RFQ responses will be submitted electronically via an online
platform as more fully explained in the RFQ. Each applicant must nominate one person to be
granted access to the online platform for submission of its application.
