The feasibility study consists of the following main tasks:<\/p>\n<ol>\n<li>Data collection;<\/li>\n<li>Site selection (preliminary network study for the integration of the Solar Park (s) at the pre-selected substations, identification of potential parcels of land, selection of the final sites and the right of way of connecting to the substation;<\/li>\n<\/ol>\n<ul>\n<li>Technical options and preliminary technical design with battery storage;<\/li>\n<\/ul>\n<ol>\n<li>Conditions for the integration of the Solar Pack into electrical network, network connection and a stability study;<\/li>\n<li>Integration of the SCADA system;<\/li>\n<li>Electricity generation profiles, economic and financial analysis;<\/li>\n<\/ol>\n<ul>\n<li>Diagnosis and evaluation of investments for the creation of a national dispatching centre;<\/li>\n<li>Training programme;<\/li>\n<\/ul>\n<p>The level of effort to be provided is estimated at 22 man-months. The total mission execution period is estimated to be 32 weeks after the contract is signed. The mission is expected to start around \u00a0January 2020.<\/p>\n<p>The detailed Terms of Reference (TOR) for the assignment can be found at the following website<em>:<\/em> <a href=\"http:\/\/www.ecowapp.org\/en\/tenders\"><strong><em>www.ecowapp.org\/en\/tenders<\/em><\/strong><\/a>.<\/p>\n<p>Please note that these TOR are indicative and could change before the issuance of the Request for Proposals.<\/p>\n<p>The West African Power Pool (WAPP) Secretariat now invites eligible consulting firms (\u201cConsultants\u201d) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: (i) reference for similar services and comparable missions; (ii) experience in solar with battery storage projects, (iii) experience in electrical system integration and stability project implementation, and (iv) experience undertaking projects in the West Africa region.<\/p>\n<p>Key Experts will not be evaluated at the shortlisting stage.<\/p>\n<p>The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank\u2019s \u201c<em>Procurement Regulations for IPF Borrowers\u201d July 2016 Revised November 2017 and August 2018 (\u201cProcurement Regulations\u201d),<\/em> setting forth the World Bank\u2019s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: Interested Consultants for this assignment should note that a separate Request for Expressions of Interest for carrying out Environmental &amp;Social studies for Regional Solar Parc in Gambia will be also published. The Consultants are informed that they can only be awarded one of the contracts and not both.<\/p>\n<p>Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and\/or a sub-consultancy.
