Vacancy – Senior Manager, Strategic Planning and Policy

NAWEC is pleased to invite suitably qualified Gambians to apply for the vacant position of Senior Manager, Strategic Planning and Policy. The said position forms part of NAWEC’s ongoing organizational restructuring that aims to build a solid team which will adequately respond to the demands, aspirations and expectations of the government and people of The Gambia regarding the electricity and water sectors.

NAWEC is therefore currently recruiting for the above position to join our new Group Projects and Planning team. The position details are as follows:

 

Position Senior Manager Strategic Planning and Policy
Role Summary Overall responsibility for Nawec’ s long term Master Planning and Strategic Business Planning
Reporting Relationships Reports direct to Group Projects & Planning Director but works closely with NAWEC Technical Departments , Corporate Directorates especially Finance, Head of Project Development and Head of Policy and Monitoring & Evaluation
Duties and Responsibilities Master Planning

–          Develop a  master plan for Nawec Electricity, Water & Sewerage to serve as a blueprint for the future growth and  expansion of the business infrastructure.

–          Contribute to and incorporate consultant led Roadmap work into master plan and reflect strategic vision, mission and values and relevant aspects of Gambian  National Development plans.

–          Translate Masterplan/Roadmap/ Strategic Business plans / National plans into prioritised potential projects and obtain outline approval

–          Develop rolling 5 year capital budget and obtain organisational and stakeholder approval annually.

Strategic Business Planning

–          Care and Maintenance to Nawecs Strategic Business Plan including:-

o   Annual review of plan  to reflect emergent issues

o   Periodic major  plan updates

–          Monitoring of Strategic Plan progress via Departmental annual business plans and the various Business Objective KPI’s.

–          Monthly KPI performance reporting to Nawec executive management and Quarterly reporting to the Board of NAWEC

 

 

Requirements and Qualifications 3rd Level Degree ideally to Masters level with a minimum of 10 years’ experience in planning at a strategic level in an organisation of similar scope and scale to Nawec.

Good understanding of electricity and water businesses.

A Masters Degree in Business Administration would be an advantage

Vacancy Group Finance Director

The Role

The Group Finance Director will play a critical part in the transformation of NAWEC and especially in restoring the business to a sound financial footing. This will include :

  • Overseeing the development and supporting of accounting functions in to be created business units.
  • Contributing significantly to NAWEC’s strategic direction by providing financial analysis, advice and support to NAWEC’s strategic planning
  • S/He will be responsible for the efforts, results and success of the financial team and operatives across NAWEC and to this end s/he will be expected to build a strong team commensurate with a modern fit for purpose financial organisation, including accounting, reporting, financial planning and treasury management
  • S/He will maintain NAWEC’s financial policies and procedures in good working order and ensure Accounting Manuals are developed and maintained to best international standards.
  • S/He will ensure that NAWEC’s records and financial reporting infrastructures are functioning and up to date and capable of generating all reports , business and regulatory.
  • S/He will develop and maintain the Financial risk register and ensure its translation and incorporation into NAWEC management protocols.

The Person

The successful applicant will :

  • Be a qualified ACCA or holder of similarly recognised internationally accounting qualification   with extensive financial / accounting experience at a senior level in an organisation of similar scope and scale to NAWEC
  • Have a strong strategic inclination and a belief in the necessity for planning in business
  • Have evident leadership skills with capacity to inspire others and mobilise them to support NAWEC’s transformation programme
  • Have capacity to identify early potential challenges for NAWEC across the financial spectrum including cash flows, required investment funding, expenditure, controls and diligence and generate timely actions
  • Grasp the strategic force of a well-trained and developed workforce and their potential to develop the Finance and Company vision.
  • Have the ability to visualise, articulate and solve both complex and uncomplicated problems and make decisions that make sense based on all available information
  • The ability to apply a broad understanding of financial principles and other quantitive information to ensure decisions are fiscally responsible and budget sensitive
  • Be a team player who can interact and positivity influence and explain complex financial situations and decisions to fellow directors, MD, Board of Directors and external stakeholders, including banks, donors, senior civil servants and Government Ministers.

The Role
Reporting to Group Managing Director NAWEC the Chief Operations Officer Water and Sewerage will:
– Be responsible for the provision of affordable, accessible and quality water and sewage services to the people and businesses of the GAMBIA .
– Contribute to the development of overall NAWEC Group Strategies and translates strategies and plans into targeted objectives and develops associated performance indicators[KPI’s] for systematic reporting to the Managing Director and the Board of NAWEC
– Manage Water & Sewerage Business, its people, processes and finances in an efficient and cost effective manner and returning profits to the NAWEC group
– Help to transform NAWEC’s customer service culture by mobilising Water & Sewerage business teams behind its customer service improvement strategies
– Put in place and mentors and develops a Water&Sewerage team to assist in the delivery of water & sewerage plans and monitors their performance by means of key performance indicators.
– Ensure creation and sustainability of an appropriate organisation for Water Production,Distribution,Sewage and Commercial staffed by well trained well motivated personnel.

The Person

– The ability to build strong teams in Water Production, Distribution, Sewage and Commercial and to motivate them to deliver Divisional Business plan and vision

Maintenance Works

NAWEC wishes to inform the public of major maintenance works scheduled for tomorrow 12 October 2019. The purpose of the works is to improve the quality and stability of electricity supply within the Greater Banjul Area.
