The ECOWAS Regional Electricity Access Project (ECOWAS-REAP) funded by the World Bank aims to increase people’s access to reliable energy services, which is one of the major challenges in the ECOWAS region. It builds on the ECOWAS Rural and Peri-Urban Electrification Master Plan, designed to meet the short- and medium-term needs of the Member States in terms of access to electricity as well the regional interconnection projects funded by the World Bank under the ECOWAS Power Generation and Transmission Master Plan implemented by WAPP.

The proposed project which is the first  phase in a series of projects (SOP) will provide access to 1.1 million people in Guinea-Bissau, Mali, and The Gambia. The project will finance the expansion of medium- and low-voltage networks from the high-voltage substations of the Gambia River Basin Development Organization (Organisation pour la Mise en Valeur du Fleuve Gambie, OMVG) and Senegal River Basin Development Organization (Organisation pour la Mise en Valeur du Fleuve Sénégal, OMVS) to transform their power sectors and enable them to achieve their common objective of delivering more power to more consumers.

The project includes 3 components:

  • Component 1: Design, supply, and installation (DSI) of electricity distribution infrastructure
  • Component 2: Supervision of the construction and technical advisory services under component 1 of the Project
  • Component 3: Program Management and Technical Assistance

In line with the Above, Gambia Project Implementation Unit (PIU) plan to recruit a Procurement Officer to work on relevant project activities. One of the main project implementation activities of the PIU is managing procurement of works, goods, and consultant’s services.

The objective of the Consultant’s services are to support the PIU in conducting the procurement activities in accordance with the World Bank Procurement Regulations for IPF Borrowers (Procurement Regulations) and Project legal documents.

The assignment duration is envisaged to be two (2) years starting from the contract agreement but reviewed yearly. The performance of the Procurement Specialist shall be assessed after the first 6 months.

The Government of the Republic of The Gambia, through the Project Implementation Unit in The Gambia (PIU-Gambia), now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Required qualifications:

  • Bachelor’s degree or equivalent in Procurement, Business Administration, Engineering, Economics or other related fields Certification in procurement from a recognized institution (e.g. CIPS) is an added advantage.
  • At least 3 years of working experience in public procurement on international donor financed project.
  • Strong proven experience in managing international competitive bidding/selection of consultants, evaluation of bids/proposals, contract negotiations is a must.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised November 2017  and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Public Notice for Construction of 225kV Transmission and Distribution line from Brikama to Jabang

 

                                                          

 

The Government of The Gambia (GOTG), with financing from the World Bank’s Gambia Electricity Restoration and Modernization Project (GERMP), intends to construct a High Voltage 225 kV Transmission and Distribution line from Brikama to Jabang at the edge of the Salagi Forest Park where a 225/33 kV substation will be built. Three 33 kV lines will also be built from the Jabang substation to feed the Bijilo, Old Yundum and Wellingara substations.

A survey/census will be conducted to identify all the affected persons along those corridors between 3-17 February 2020. The cut-off date to be included in the census will be Monday February 17th , 2020. Claimants who move into this land or erect structures in the proposed project area on or after February 17th will not be counted in the census.

The transmission line will start at the edge of the Salagi Forest Park and go along the buffer zone of the Forest up to the Forest billboard at Jamwelleh about 1.8 km off the Sukuta-JambangJelly Highway. From the Forest billboard it will take a right angle along toward the border between Mariama Kunda and Jabang, Labakoreh, Yuna and Latrya before turning left, crossing the Sukuta-Jambangjelleh Highway toward the proposed Solar Power Plant in Jambur.

The future Jambur Solar Plant will include a line that will go along the Bamba and Nyambai Forest Parks crossing the Brikama-Serrekunda Highway to the Brikama power plant.

All those whose land(s) will be affected by the Project (especially, those living within the above-mentioned corridor) are requested to contact NAWEC Project Management Unit (PMU) as soon as possible.

The Alkalos of these areas will inform the Project Affected Persons of the days they are supposed to meet with the consultant surveyors.

The team of consultants will be on site from Monday February 3rd to Monday 17th February 2020.   Please bring all documentation proving ownership or use of this land to the meeting with the surveyors.

ELECTRICITY ACCESS PROJECT

 

GENERAL PROCUREMENT NOTICE

  1. The Republic of The Gambia has received an ADF and TSF-Pillar 1 grant (respectively UA2.77 million and UA9.83 million) from the African Development Bank to finance The Gambia Electricity Access Project. The Purpose of the project is to increase the Gambian population’s access to affordable and reliable electricity services. The Project will be implemented within four (04) years, beginning November 2019.
  2. The Project’s ultimate objective is to increase the Gambian population’s access to affordable and reliable electricity services as such.  It will involve the construction of Medium and Low Voltage lines, erection of transformers and connection of customers in Lower River, North Bank, Central River, and West Coast regions. From the OMVG Energy Project’s two substations (Brikama and Soma), under physical implementation, the project will provide people (men and women) with electricity access and improve the performance of the National Water and Electricity Company (NAWEC) by increasing its billing and revenue collection capacities, and building its staff capacities.  The, project activities shall be implemented through the following components:

 

Component 1: Expansion of electricity distribution infrastructure: construction of electrical infrastructures (MV & LV lines and MV/LV transformers), supply of connection equipment, acceptance tests and commissioning,

 

Component 2: Project Implementation Management: consultancy services for electrical works supervision, service provisions for works supervision of Customer Service Centers, provisions of logistics to ensure effective site supervision and project implementation unit operations.

 

Component 3: Institutional development and capacity building: This will include counterpart engineers on the job training with contractor (EPC and Owner’s Engineer), trainings, study tours, sensitization services on the productive use of electricity, empowerment of women and youth, training on gender and sustainable development.

3. Procurement of goods, works and the acquisition of consultancy services     financed   under the project, will be carried out in accordance with the “Procurement       Policy and Methodology for the African Development Bank Group Funded Operations” (BPM), dated October 2015. Republic of the Gambia has received financing from the World Bank toward the cost of the Electricity Restoration and Modernization Project (GERMP) and intends to apply part of the proceeds for the Customer Data Collection Exercise (The Services).

The scope of the Services will involve the following activities:

  1. To move from compound to compound to enumerate all NAWEC services – electricity, water and sewerage – in designated premises and record data using a GIS equipment;
  2. Identify the number of prepayment and post payment electricity meters currently existing in the system;
  3. Quantify the number of water meters in the system as well as identify the number of households using sewage;
  4. Clearly categorise the service encountered to help identify the service category in order to assist in future billing and invoicing;
  5. Give data on the conditions of NAWEC services encountered in the field;
  6. Submit all data collected from the field to the field supervisor who will be responsible for its quality assurance;
  7. To revisit all accounts that the supervisors query during reconciliation.

The Role

The Group Finance Director will play a critical part in the transformation of NAWEC and especially in restoring the business to a sound financial footing. This will include :

  • Overseeing the development and supporting of accounting functions in to be created business units.
  • Contributing significantly to NAWEC’s strategic direction by providing financial analysis, advice and support to NAWEC’s strategic planning
  • S/He will be responsible for the efforts, results and success of the financial team and operatives across NAWEC and to this end s/he will be expected to build a strong team commensurate with a modern fit for purpose financial organisation, including accounting, reporting, financial planning and treasury management
  • S/He will maintain NAWEC’s financial policies and procedures in good working order and ensure Accounting Manuals are developed and maintained to best international standards.

  • Be a qualified ACCA or holder of similarly recognised internationally accounting qualification   with extensive financial / accounting experience at a senior level in an organisation of similar scope and scale to NAWEC
  • Have a strong strategic inclination and a belief in the necessity for planning in business
  • Have evident leadership skills with capacity to inspire others and mobilise them to support NAWEC’s transformation programme
  • Have capacity to identify early potential challenges for NAWEC across the financial spectrum including cash flows, required investment funding, expenditure, controls and diligence and generate timely actions
  • Grasp the strategic force of a well-trained and developed workforce and their potential to develop the Finance and Company vision.
  • Have the ability to visualise, articulate and solve both complex and uncomplicated problems and make decisions that make sense based on all available information
  • The ability to apply a broad understanding of financial principles and other quantitive information to ensure decisions are fiscally responsible and budget sensitive
  • Be a team player who can interact and positivity influence and explain complex financial situations and decisions to fellow directors, MD, Board of Directors and external stakeholders, including banks, donors, senior civil servants and Government Ministers.
