1. The Republic of The Gambia has received financing from the World Bank toward the cost of the Gambia Electricity Restoration and Modernization Project and intends to apply part of the proceeds toward payments under the contracts for Supply of Single – phase Smart AMI Prepayment Meters with associated Accessories. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through a letter of credit.

  1. The Economic Community of West African States (ECOWAS) is working to increase access to electricity for West Africans, one of the major challenges of the region. Within this framework, it has initiated, with the support of the World Bank, the ECOWAS Regional Electricity Access Project (ECOWAS-REAP), which consists of strengthening and extending medium and low voltage distribution networks.

 

 

  1. The project will be developed in the form of a series of projects with Phase 1 involving The Gambia, Guinea Bissau and Mali. This phase will benefit from financing of US$ 225 million from the World Bank divided among the three countries and the ECOWAS Commission which will ensure regional coordination. It is based on the construction of three-phase (30/0.4 kV or 33/0.4 kV) and single-phase (17.32/0.23 kV) distribution networks in areas located within a 100 km radius around the OMVG transformer substations in The Gambia (three-phase distribution networks only) and Guinea Bissau (three-phase and single-phase distribution networks) and the OMVS in Mali (three-phase and single-phase distribution networks). In the end, 500 rural localities will be electrified, and the populations will benefit from connection kits.

The National Water and Electricity Company Ltd (NAWEC) desires to engage the services of a qualified supplier to supply 95,000 Metric Tonnes of Heavy Fuel Oil (HFO) for its operations. The supply of HFO shall take the form of a framework contract over a period of One (1) year.

Specification and other requirements will be stated in the Bidding Document.

A complete set of Bidding Document may be purchased by interested bidders at a fee of USD 300.00 (Three Hundred US Dollars Only). Payment is to be made to NAWEC First International Bank Limited Account No. 04.108-001382-05.   • Construction of a 30kV overhead line from Lamin Koto to Diabugu and branching into to the surrounding villages of provincial area of The Gambia
  • Electrification of villages on the route of the 30kV line and branching by the construction of lines and erection of 100kVA and 160kVA pole-mounted transformers and associated low voltage networks
  • Earthing System including pole-mounted transformers, switchgear, poles, fixing brackets and strings, earthing pits, earthing rods, earthing conductor, copper bars, insulators, connectors, adapters, excavation, backfill, compaction, etc.
  • Supply and installation of Medium Voltage & Low Voltage poles, cross-arms, insulators, suspension accessories, etc. required for the works
  • Making good any impaired surface or grade finish and transportation of excess earth.
  • Labelling of all equipment

Contract Title: Procurement, Supply and Transportation of Heavy Fuel Oil (HFO)

  1. The Government of The Gambia has received financing from the International Trade Finance Corporation (ITFC) toward the payments under a contract for the supply of Heavy Fuel Oil (HFO) to NAWEC.  The bidding process will be supported by AZOROM; a World Bank financed Consultant Firm based in Ireland.
  2. The duration of the contract shall be 3 years with an estimated quantity of 210,000 Metric Tons (i.e. an average of 70,000 MT per annum) over the period. The contract will have an option to extend by mutual agreement for two further periods of one year each. In any event, there will be a guaranteed minimum purchase of 150,000 MT under the contract.
  3. Contract pricing will be on a ‘pass-through’ basis such that the supplier is not exposed to fluctuations in the market price for HFO. The contract will also have provisions for inflation-related adjustments of transportation and delivery charges.
  4. Tenderers will be required to bid for the Supply and Transportation of HFO to NAWEC’s Power Stations in Greater Banjul Area (GBA) and NAWEC Power Stations in Rural Gambia (Farafenni and Basse 2). In addition to the above, tenderers may also propose as an option, an arrangement incorporating supply and storage of HFO at a mutually acceptable storage facility in The Gambia, with NAWEC taking responsibility for arranging transportation from the storage facility to the Power Stations.
  5. Bidding will be conducted through the International Competitive Bidding procedures as specified in the Islamic Development Bank’s Guidelines: Procurement of Goods under IDB Loans and is open to all eligible bidders as defined in the IDB Procurement Guidelines.

 

  1.   4. Detailed Technical and Financial capacity requirements will be set out in the tender document.  The following indicative requirements are provided for the guidance of potential bidders and are not definitive.
    1. Technical Capacity – The Bidder shall have experience as a supplier of fuel oil or similar commodities in at least two contracts that are similar in scale and scope to the proposed contract and that were substantially and successfully completed within the last five years.
    2. Financial Capacity – The Bidder shall be required to demonstrate an average annual turnover along with access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, commensurate with the significant cash-flow requirements of the contract. Qualifying threshold values will be specified in the tender document.
  5. A Bid Security of: Twenty – five Thousand United States Dollar (US$25,000.00) will be required.  The tender documents will set out how this should be provided.
